13. Discuss - Approve / Deny League Association of Risk Management (LARM) 2017-2018 Renewal Resolution No. 2017-6. This would provide a written notice of termination at least 180 days prior to the desired termination date, which date shall be no sooner that September 30, 2020 (180 day and 3 year commitment; 5% discount).

14. Discuss - Approve / Deny contractor bid for painting the interior of the City of St. Paul office building. This includes the Council Chambers, City Clerk's & Utility Superintendent's office, Police Department office's, break room, hallways and bathrooms.

15. Discuss - Approve / Deny accepting Mike Feeken's resignation to the City of St. Paul's Board of Adjustment, with regret. a. Approve / Deny the appointment of John Poppert to take the position of Mike Feeken on the City of St. Paul's Board of Adjustment

Discuss - Introduce Ordinance #982 in establishing the City of St. Paul Economic Development Program; making determinations of fact; approving the Economic Development strategy and program goals; establishing eligibility requirements; providing for the revolving loan fund; setting a budget; establishing an application process; authorizing the administration of the program; establishing processes for identifying real estate; repealing conflicting ordinances previously enacted; and providing for severability, publication, and effective date of the ordinance
