Mayor Howard opens the public comment period to review the preliminary plat map of PAWS Subdivision more described as a tract of land located in part of the Southeast quarter (SE 1/4) of Section Four (4), Township Fourteen (14) North, Range Ten (10) West of the 6th P.M., Howard County, Nebraska. This process is to separate the City of St. Paul land from the St. Paul Public School land for the purposes of clarification of ownership and liability. a. 15. Discuss - Approve / Deny the Four Factor Analysis in Assessing Limited English Proficiency and Language Assistance Plan. This is to provide assistance to those in need of translation assistance regarding documents associated with the Community Development Block Grant (CDBG) funded projects a. Discuss - Approve / Deny Resolution 2017-8 whereas the City of St. Paul will provide for translation and language assistance services concerning the documents associated with the Community Development Block Grant funded projects

16. City of St. Paul is applying for a Community Development Block Grant from the Nebraska Dept. of Economic Development to undertake the completion of a "Downtown Revitalization" study under the Planning Activity category. The City is required to re-designate Redevelopment Area #1 a. Discuss - Approve / Deny Resolution 2017-9 Re-designation for a Planning Grant. The project contains a slum and blight area that was originally designated in 2006. This resolution will re-designate the original Redevelopment Area #1 of which the downtown is included.

Discuss - Approve / Deny Ordinance #983, amending Tree Ordinance #980 (Section 14); repealing all other ordinances or parts thereof in conflict herewith; providing for an effective date; and ordering the publication of this ordinance as required by law ***Introduce, with no second ***Waive readings, with second and roll call ***Final Passage, with second and roll call

18. Discuss - Approve / Deny City of St. Paul's commitment to the Walk / Bike Trail in expending $40,000 from the Keno fund for a 20% match on a Howard County Foundation grant of $200,000 a. Approve / Deny Resolution 2017-10 for City commitment of 20% of matching grant funds to the Walk / Bike trail regarding the Howard County Foundation funding

19. Discuss - Approve / Deny the St. Paul Civic Center Advisory Committee Recommended Action Items
