5. Kelly Gewecke, Business Development Consultant from the Nebraska Dept. of Economic Development will be present regarding St. Paul, NE being a Leadership Certified Community

6. Discuss - Approve / Deny authorizing Mayor Howard signing the Community Development Block Grant (CDBG) Contract #17-PP-010 between the City of St. Paul and the NE Dept. of Economic Development (NDED). The City has been awarded planning grant funds by the NE Dept. of Economic Development (NDED). This grant will enable the City to undertake a study of the downtown area. The end result of the study will be the development of a "Downtown Revitalization" plan, which will guide the future development and improvement of the downtown area as outlined in the City's grant application from NDED.

7. Discuss - Approve / Deny the Special Conditions attached to the project for the CDBG #17-PP-010 Planning Grant below:
a. Authorize Mayor Howard, Chief Elected Official of the CDBG #17-PP-010 grant, signing the "Authorization to Request Grant Funds" form.
b. Signing the "Financial Management Certification" form.
c. Signing the Fair Housing letter to NDED outlining the City's effort to promote fair housing.
d. Adopt the Fair Housing Resolution #2018-01, whereas the City desires to guarantee the equality of rights contained in the Constitution of the United States and the Laws of the State of Nebraska and make a firm commitment to eliminate prejudice, intolerance, disorder and discrimination in housing based on race, color, religion, gender, or ethnicity.
e. Signing the Environmental Review Record "Determination of Level of Review" form.
f. Signing the "Procurement Standards and Code of Conduct" form as it relates to the CDBG funded project.

a. Duck's Unlimited banquet on Saturday, February 17, 2018 from 2 p.m. to 1:00 a.m.
b. St Paul Chamber of Commerce banquet on Sunday, February 25, 2018 from 2:00 p.m. to 11:00 p.m. and c. Loup River Runners banquet, Friday, March 2, 2018 from 2:00 p.m. to 1:00 a.m. Identification will be checked, along with wristbands being utilized for underage drinking
