8. Discuss - Approve / Deny the recommendation from the St. Paul Development Corp. regarding a loan request for Escape Tanning (Sarah Call) in the amount of $10,000 over a six (6) year period, with interest rate of 2.75%. This loan will be utilized for equipment purchase and installation.

10. Discuss the City of St. Paul and the Alltel Communications of Nebraska Inc. "First Amendment to Communications Site Option and Land Lease Agreement" on Cell Site No: 196181386; Site Address: 954 13th Avenue, St. Paul, NE. The American Tower Corporation recently entered into a transaction with Verizon Wireless to manage, operate and maintain the telecommunication site stated above. American Tower has presented numerous options for Council review
