8. Discuss - Approve / Deny Resolution 2018-17, whereas the 2018-2019 property tax request be set at $631,679.25 for the General Fund and $222,200.00 for the Bond Fund. A copy of the resolution will be certified and forwarded to the Howard County Clerk prior to October 13, 2018.

10. Discuss - Approve / Deny payment to Miller & Associates Invoice #18-0689 in the amount of $19,600, for project services to date for the 2017 St. Paul Downtown Revitalization Planning Project #17-PP-010. Services include: data gathering, exiting conditions analysis, facilitating two (2) Public input sessions, and conducting an Economic Vitality survey, through July 2018, per the Agreement dated May 7, 2018.

Discuss - Approve / Deny the Drawdown Pay Request #2 for the authorization to request grant funds from the Nebraska Department of Economic Development (NEDED) for the Community Development Block Grant (CDBG) #17-PP-010 (Upon submission & approval of the drawdown from the NEDED, Community Development Block Grant (CDBG) funds are electronically deposited into the City's bank account. Regulations require the funds be disbursed from the bank account (clear the account) within five (5) days of the deposit from the State of Nebraska

12. Discuss - Approve / Deny two (2) Bootlegger Inc. (1108 2nd) Special Designated Liquor permits: (1) Saturday, October 13, 2018 from 3:00 p.m. to 1:00 a.m. at the St. Paul Civic Center for a fundraiser (dueling pianos) and (2) Saturday, October 20, 2018 from 3:00 p.m. to 1:00 a.m. at the St. Paul Civic Center for a wedding reception. Identification will be checked, with wristbands being utilized for underage drinking.
