4. Discuss - Approve / Deny St. Paul Chamber of Commerce funding request of $11,000 to $14,000 to be utilized for promotions or marketing. a. Approve the disbursement from which City Department - i.e. General or Sales Tax. In the fiscal year 2017-2018, the Chamber of Commerce requested $11,000 to be disbursed from the General fund $6,000 & Sales Tax $5,000.

5. Discussion with Jaime Camden, Business/Technology Teacher at the St. Paul Public School regarding questions on the redesigning of the "St. Paul Nebraska" website. Questions from the Tuesday, September 4, 2018 Council meeting: domain, hosting, branding, goals, expectations & responsibilities (possible action)

6. Discuss - Approve / Deny Miretta Vineyards & Winery Inc. #77615 (1732 Hwy 281) Special Designated Liquor license for wine tasting and bottle sales on Friday, November, 30, 2018 from 10:00 a.m. to 8:00 p.m. and Saturday, December 1, 2018 from 9:00 a.m. to 4:00 p.m. at the St. Paul Civic Center

Discuss - Approve / Deny MNO Hometown Market (118118), Wood River, NE Special Designated Liquor license for Saturday, October 27, 2018 from 3:00 p.m. to 1:00 a.m. at the St. Peter & Paul Life Center 713 Elm Street for a wedding reception. Identification will be checked along with wristbands being utilized for underage drinking.

Discuss - Approve / Deny the Beer Barrel Bar (C-121061) Special Designated Liquor Permit on Saturday, October 13, 2018 from 5:00 p.m. to 11:00 p.m. at the St. Peter & Paul Life Center regarding a wedding reception. Identification will be checked along with wristbands being utilized for underage drinking.

9. Discuss - Approve / Deny an Economic Development Loan request from Kerstin Kucera in purchasing the County Cage. The amount requested is $70,000, which is 50% of the project at an interest rate of 2.75% for 12 years, with a monthly payment of $571.27.

15. Discuss - Approve / Deny Resolution 2018-18, whereas the City of St. Paul has submitted an application for a $300,000 Rural Economic Development Grant, which will establish a revolving loan fund for the purpose of sustaining rural economic development and job creation projects. Whereas the City is committing $60,000 from its economic development funds to meet the matching dollar requirements for creating a revolving loan fund. These funds will remain in the newly created revolving loan fund. The Howard County Medical Center is the recipient for the initial 0% interest loan for ten (10) years regarding a clinic expansion. City Clerk Beck has already opened a new account for the REDLG program. a. Approve the USDA Certification regarding Drug-Free Workplace Requirements (Grants) Alternative I - For Grantees Other Than Individuals

16. Discuss - Approve / Deny the Equal Opportunity Agreement between the City of St. Paul and the United States Dept. of Agriculture (USDA) pursuant to the rules and regulations of the Secretary of Labor issued under the authority of the Executive Order 11246.

17. Discuss - Approve / Deny the United States Dept. of Agriculture "Assurance Agreement". This assures that the City of St. Paul will comply with and will continue to comply with Title VI of the Civil Rights Act of 1964, 7 CFR Part 15, and Rural Housing Service, Rural Business-Cooperative Service, Rural Utilities Service, or the Farm Service Agency.

18. Discuss - Approve / Deny the Rural Economic Development Loan Grant (REDLG) "Letter of Conditions". The City of St. Paul (grantee) acquired a grant in the amount of $300,000 for an initial loan to the Howard County Medical Center (Ultimate Recipient) and to establish a revolving loan fund in accordance with the Grantee's Revolving Loan Fund Plan dated 9/18/2017, as approved by Rural Development (Plan). a. Approve "Letter of Conditions for Attachment A (Supplemental Financing) b. Approve Attachment B (Certification of Authority) c. 19. Discuss - Approve / Deny the Rural Economic Development Loan Agreement between the City of St. Paul and the Howard County Medical Center. The Agreement sets the terms and understandings between the Borrower and the Lender regarding the loan. The Lender shall lend the Howard County Medical Center $360,000 to promote rural economic development.

20. Discuss - Approve / Deny Promissory Note between the City of St. Paul and the Howard County Medical Center. This is whereas the Howard County Medical Center promises to pay the City of St. Paul $360,000 without interest, in monthly installments of $5,000 on the first day beginning October, 2018. See Attachments uploaded: (1) signed opinion letter from City Attorney Clark; (2) Surety bond for the City Clerk & City Treasurer; and (3) REDLG August, 2018 Bank Statement

21. Discuss - Approve / Deny the City of St. Paul taking possession of the old TO Haas Quonset building from the St. Paul Development Corp. (SPDC). The agreed moving cost from Williams Midwest Housemovers, Inc. is $6,000 for a building of 41 ft. x 100 ft. Electrical Commissioner Thompson stated that the paint cost is approximately $4,800. Electrical Commissioner Ed Thompson will contact the NE Dept. of Transportation concerning the moving route.

22. Discuss - Approve / Deny Ron Honz, Floor Care Inc. cleaning proposal for the St. Paul Civic Center in cleaning once per week for the sum of $85 per visit. Also in the proposal upon request: (1) $50 to scrub floor and (2) $100 to clean carpets

23. Discussion for a new City Attorney, due to City Attorney Paul Clark taking a new position at the Litzenberg Hospital in Central City, Nebraska
