7. Discuss - Approve / Deny the Pheasant Forever Inc. dba Quail Forever Special Designated Liquor permit on Saturday, December 8, 2018 from 5:00 p.m. to 12:00 a.m. for a Pheasant / Quail Conservation celebration at the St. Paul Civic Center

8. Discuss - Approve / Deny Cactus Jack's "Mobile Food Vendor" application from Friday, November 2, 2018 to December 31, 2018. All necessary documents have been submitted to City Clerk Beck. Cactus Jack's will be serving food at the Loup River Distilling (503 Howard Avenue) on Friday, November 2, 2018 from 5:00 p.m. to 9:30 p.m.

9. Discuss - Approve / Deny upgrading the City Bobcat to a "2019" T595 T4 Bobcat Compact Track Loader, with an A51 Option package in the amount of $3,469 (Bobcat budget amount is $2,700) a. Approve Option A91 package, where the cab is quieter & has a keyless entry; the cost is $649

10. Discuss - Approve / Deny cleaning the Water Treatment Plant clear well of 70,000 gallons. Liquid Engineering's estimate is $2,770 for cleaning / inspection and reporting.

11. Discuss - Approve / Deny upgrading the Water Treatment Plan chemical injector pumps; this is for the potassium and chlorine chemicals. The pump will be a "Stenner Classic-Series Peristaltic" pump costing approximately $6,000. It will prevent air-lock in off gassing applications. The pumps are 25 years old.

12. Discuss - Approve / Deny the transfer of the Quonset building and real property from the St. Paul Development Corp. to the City of St. Paul more described as Lots Seven (7), Eight (8), Nine (9), Block 18, Original Town, St. Paul, Howard County, Nebraska a. Approve / Deny Mayor Howard signing the Purchase and Real Estate Purchase Agreement regarding Lots Seven (7), Eight (8), Nine (9), Block 18, Original Town, St. Paul, Howard County, Nebraska.

13. Discuss - Approve / Deny STS Construction Infill Lot Housing Program application for the location of 404 "M" Street. The eligible activities include land acquisition, site preparation and public infrastructure, with a maximum amount of $17,814 to be allocated for the project. The St. Paul Development Corp. recommends approval of the application. ***Disclosure - if approved, STS Construction will be purchasing the property from the St. Paul Development Corp. in utilizing the Infill Lot Housing Program funds.

14. Discuss - Approve / Deny Mayor Howard signing a letter to the League Association of Risk Management (LARM) concerning the awareness and approval of City Council member Solko being on the LARM Board
