5. Steve Gratopp with On-Site aGent will be delivering a presentation on assisting the City of St. Paul with insurance buying (property, liability, and workman comp), processing audits and providing loss control services. Possible action. (10 minutes)

6. Discuss - Approve / Deny Benson Properties LLC (St. Paul Dental - 809 6th) improvements: replace the sidewalk in front of building, change to angle parking, add a wheel chair ramp, add a step like Hometown Market, and raise the level of concrete to the entrance door (ADA Compliant)

7. Discuss - Approve / Deny paving street (half block) east of US Hwy 281 on Kendall Street for Archer Credit Union (Archer Credit Union will pave alley going north and south)

9. Discuss - Approve / Deny the Bed Head Coffee Company (Megan Yuestler) LB840 Loan in the amount of $95,000 for property at 714 Howard Avenue. The term of the loan will be for fourteen (14) years, interest rate of 2.75%, with a monthly loan payment of $682.

10. Discuss - Approve / Deny the utilization of golf carts in City Limits and develop an Ordinance to set the golf cart regulation

11. Discuss - Approve / Deny the December 3 and December 17, 2018 Council minutes and the disbursements of January 7, 2019

12. Discuss - Approve / Deny the Rotary International of St. Paul, NE Special Designated Liquor permit (Box 64) on Saturday, February 2, 2019 from 4:00 p.m. to 12:00 a.m. for a Duck's Unlimited fundraising banquet

13. Discuss - Approve / Deny Mayor Bergman's appointment of Linda Schmaderer to the Library Board (City side), along with approving Chris Elstermeier to the Library Board (school side). Library Board meetings are the 3rd Wednesday every other month; January 16, 2019 is the next meeting.

14. Discuss - Approve / Deny Mayor Bergman signing letter to the Nebraska Department of Transportation (NDOT) regarding the City of St. Paul requesting a 30 foot access/utility easement across the north edge of NDOT's property. The easement will abut the south side of the Middle Loup Subdivision that is being developed by the St. Paul Economic Development Corporation. The purpose of the easement will be to access the land locked City of St. Paul property along the Loup River and to be able to install the necessary storm drainage system for the proposed subdivision.

15. Discuss - Approve / Deny attendance to the League of Nebraska Municipalities 2019 Midwinter Conference in Lincoln, NE on February 25 - 26, 2019 (discuss Monday's lunch)

16. Discuss - Approve / Deny compensating the Chief of Police Paczosa nine (9) days of vacation pay, due to it not being utilized by December 31, 2018
