4. Mayor Bergman opens public hearing for Kersten N. Kucera dba The County Cage (614 Howard Avenue) Catering Application for a Class CK License #122840.

5. Lori Ferguson a Community Consultant with the South Central Economic Development District will be present to discuss the "Downtown Revitalization" Phase II Grant application process; deadline is September 15, 2019.  The Dept. of Economic Development has established a grant minimum amount of $250K and a maximum amount of 400K that can be requested by the City (Possible Action).

6. Discuss - Approve / Deny the Kendall Street east paving methods regarding the Archer Credit Union construction project.

7. Mayor Bergman opens the public comment period for The County Cage (614 Howard Avenue) Class CK Catering License #122840.

8. Discuss - Approve / Deny Loup River Distilling #121866 (503 Howard Avenue) Special Designated Liquor permit for Grover Cleveland Alexander (GCA) Days on Saturday, July 6, 2019 from 8:00 a.m. to 1:00 p.m.  A white steel fence will surround the front of the establishment, allowing ample room for persons to pass by the building. Identification will be checked, along with wristbands being utilized for underage drinking.

9. Discuss - Approve / Deny Kinkaider Brewing Co. (316 N. Pine, Grand Island, NE 68801) request for a street closure on Howard Avenue between 6th & 7th Streets; and a Special Designated Liquor (SDL) #121566 for Saturday, July 6, 2019 from 4:00 p.m. to 1:00 a.m. regarding a Grover Cleveland Alexander (GCA) Day street dance and beer garden.  Double Lock Security, Grand Island, NE will be checking identification and utilizing wristbands for underage drinking at the entry gate.

10. Discuss - Approve / Deny Cairo Bowl & Watering Hole #086859 (Jason Price & Scott Bradley), Cairo, NE Special Designated Liquor permit regarding a wedding reception at the St. Peter & Paul Life Center on Saturday, June 1, 2019 from 1:00 p.m. to 12:00 a.m.  Identification will be checked, along with wristbands being utilized for underage drinking.
Note:  Approve with the stipulation that Cairo Bowl will submit a Liquor Liability Certificate of Insurance accordance to City policy prior to June 1, 2019.

11. Discuss - Approve / Deny the request of the Methodist and St. Mark's Church's CLOSING Howard Avenue between Wallace & Sheridan Streets and Jackson Street between Howard Avenue & Indian Street regarding a "Blessing of the Bike's" event on Friday, May 17, 2019 from 1:30 p.m. to 3:30 p.m. after the buses leave. There will be five (5) stations: Safety, Maintenance, Obstacle course, Decorating and the Blessing. 

12. Discuss - Approve / Deny the minutes of April 1 and April 15, 2019, disbursements of May 6, 2019, zoning permits of April 29, 2019 and a well permit for STS Construction at 404 "M" Street.

13. Discuss - Approve / Deny the Final Plat regarding the Middle Loup Subdivision, more described as a tract of land located in the remaining part of Tax Lot Thirteen (13), in part of the Southeast Quarter (SE1/4) of Section Three (3), Township Fourteen (14) North, Range Ten (10) West of the 6th P.M., Howard County, Nebraska. The St. Paul Planning Commission recommended approval of the final plat on Monday, April 29, 2019.  The Subdivider, St. Paul Development Corporation, has complied with the requirements of the St. Paul Zoning Regulations.  Olsson (engineers for the project) will verify that storm drainage for the subdivision is sufficient as a result of the recent flooding.

 

14. Discuss - Introduce Ordinance 1003; approving the final plat of the Middle Loup Subdivision in the City of St. Paul, Howard County, Nebraska; to authorize a Certificate of Approval of such subdivision to be filed with the Register of Deeds; and to provide for an effective date (May 30, 2019) of this ordinance.
a. Waive three (3) readings of Ordinance 1003 at three (3) different occasions, with second and roll call

15. Discuss - Approve / Deny the Certificate of Approval of the Middle Loup Subdivision, more described as a tract of land located in the remaining part of Tax Lot Thirteen (13), in part of the Southeast Quarter (SE1/4) of Section Three (3), Township Fourteen (14) North, Range Ten (10) West of the 6th P.M., Howard County, Nebraska.

16. Discuss - Approve / Deny La Pena Authentic Food LLC (Elvina Rose), 515 Howard Avenue, property improvement application in the amount of $3,120.75 regarding windows, new building trim, paint and an illuminating sign.  Walch Construction will be the work contractor.  The St. Paul Development Corp. Board of Directors recommends the approval of the application.

17. Discuss - Approve / Deny Debra Lemburg's (1403 9th Street) property improvement application in the amount of $4,623.50 regarding the demolition of house, garage and shed.  Dobesh Land Leveling, Grand Island, NE is the job contractor. 

18. Discuss - Approve / Deny the 2018-2019 seasonal tractor bid for street mowing.

19. Discuss - Approve / Deny the St. Paul Library hourly wage rate regarding the Library Director $16.50 (begin May 28, 2019), an Assistant Library Director $15.45 (begin April 17, 2019) and the summer reading assistant $11.04.  The hourly wages were approved by the St. Paul Library Board on April 17, 2019.

20. Discuss - Approve / Deny the bids of the City of St. Paul surplus property as a result of a default on an LB840 sales tax loan.  All proceeds of the sale will be placed on the LB840 loan.  

 

21. Mayor Bergman received a letter on April 16, 2019 from Chad Holmes, President / Business Manager of the International Brotherhood of Electrical Workers (IBEW) 1597 in accordance with Article 26 of the Agreement between the City of St. Paul and IBEW 1597.  The Union is requesting to meet with representatives of the City to negotiate changes to the Agreement.
a.  Discuss a workshop date and time to review the IBEW 1597 contract.
