1. Declaration of Intend – Open Meetings Act
Discussion:
The special March meeting of the Sumner-Eddyville-Miller School District Board of Education will be held on Monday, March 16th, 2020, at 7:00 P.M., in the School Library, 205 East 2nd Avenue, Sumner, NE 68878.

2. Call to Order
Discussion:
Notice of the meeting was posted on March 14, 2020, SEM Mustang school web site and over the school reach s notification system for the board meeting to be held on March 16th, 2020 at 7:00 p.m. Availability of the agenda was communicated in the published notice. All proceedings hereafter as shown were taken while the convened meeting was open to the attendance of the public. This meeting conducted in accordance with the Open Meetings Act, Chapter 84, Article 14 posted in the School Library. School Board President Williams opened the meeting at 7:01 pm

3.1. Temporary Superintendent Resolution
Rationale:
Executive Summary:
This is a precautionary resolution, that is limited to the time that COVID-19 is a concern for Nebraska, and specifically SEM school. All decisions by the Superintendent are subject to professional practices and protect the district in the event that the board may not be able to meet with a quorum.

Discussion:
Mr. Finkey spoke about the Covid-19 updates and processes. He has been in meetings with the Governor, the Commissioner of Education, and the Health Department. He addressed the difference between travel threat and community threat. SEM has a plan in place for an Alternative Learning Environment, which is what the Commissioner of Education has asked schools to have in place by March 20th, 2020.

3.2. Approval of Addendum to Negotiated Agreement
Rationale:
Executive Summary:
I have been in contact with NDE and KSB and have developed this addendum to the negotiated agreement. As you will see from the document this is a COVID-19 Addendum and is designed to protect staff by encouraging sick staff members to remain home when ill. I believe that we should move forward with this addendum because it will reduce the change of ill staff members coming to work because they need the money.

Discussion:
Mr. Finkey spoke about the addendum and gave examples of the potential scenarios of staff leave. The teachers did meet and voted in favor for the SEMEA.

3.3. Absentee Temporary Change
Rationale:
Executive Summary:
Currently, SEM follows state laws on habitual truancy. This vote of the board would create an exemption during this time, from Monday, March 16, 2020, through the period of time the COVID-19 Issues exist. Reasoning:

Discussion:
Mr. Finkey spoke about the policy, and the concerns with student absences. The suspension of the policy is for the Covid-19 outbreak. There will be an official statement by the Commissioner as to when the outbreak is over and things may resume as normal.

3.4. Approval of Preventative Plan
Rationale:
Executive Summary:
As noted by the Nebraska Department of Health and Human Services, the US Centers for Disease Control and supported by the Nebraska Department of Education and KSB, the District's School Law Firm, COVID-19, is a highly contagious virus that is spread by one-to-one contact. Districts though out the state are eliminating the chances of social interaction by temporarily stopping activities that have outside social interaction. I think it is apparent, with all the cancelations for nearly every society in the country, that social isolation is the current best practice. For this reason, I recommend the board approving the attached plan. I would like you to know that I do not make these recommendations lightly, and do entirely understand just how many of these decisions will affect not only students but parents. I believe it is only with consistency that we can help keep our Mustang family safe.
