Call to order at 8:02 pm.
Attendance: Trustees in Person: Trustee Kroos, Trustee Knuth, Trustee Uden, Trustee Ehly and Trustee Colon. Also present: Village Clerk - Cindy Kiefer, Shelley Dick, Village Superintendant - Jeff Edmundson. 6) Discuss/Approve: Culvert Permit Application
Discussion:
Village Superintendent - Jeff Edmundson presented Culvert Permit Application for Chad/Shandra Uden. Jeff presented that he had Jeff Palik-Olsson Associates take a look at location to where culvert is going into and that the corner of the lot to where this culvert is at is unfinished. Jeff noted that once local farmers put out their field pipe, the corner will be finished

7) Open Public Hearing at 8:15 pm: Conditional Use Permit Request for Outdoor Storage Container in the TA Zoning District - Judy Mignery, Adams County P & Z
Discussion:
Chairman Kroos opened the Public Hearing at 8:15 p.m. Judy Mignery - Adams Co. Planning and Zoning presented the Case #21-06.3 for Outdoor Storage Container in NW 1/4 SE 1/4 Section 34-T8N-R12W in the TA district. Judy read the Kenesaw Municipal Ordinance 503-11 which stated the regulations for storage container usage on property. Judy then noted that the Planning Commission recommended approval of said permit with conditions stating that the regulations as adopted by the Village by Ordinance will be followed. Mike McNeil, 501 S. Smith, was present to represent the request. He provided pictures, noted that it will be used for feed storage and stated that there would be no electricity. 10) Review/Approve: Adams County Planning & Zoning - Interlocal Agreement 2021-2022 Budget - Judy Mignery
Discussion:
Judy Mignery- Adams Co Planning & Zoning presented the Interlocal Agreement 2021-2022 Budget. She noted that the Village has six months prior to payment due to make changes. Judy discussed that the Village's Comprehensive plan has not been updated since 2005. She recommended that we do the updated Comprehensive Plan with surrounding small towns and/or villages around Kenesaw with the help of Bobbi Petit

12) Discuss/Action: Utility Billing/Utility Deposit Clarification - Sarah Shurigar
Discussion:
Kenesaw resident Sarah Shurigar, at 203 N. Brooks Ave, presented the board with a grievance about the Utility Deposit required by the Village. Sarah discussed with the board that she felt she should not have to make a utility deposit since the utilities, at her current address, are under her mothers name and Sarah has paid them on time for a year. After a long discussion between board members, Clerk Kiefer and Sarah; the board upheld Ordinance 3-703.

13) Discuss/Approve: Village Office break room appliances.
Discussion:
Clerk Dick presented to the board that since Clerk Kiefer was leaving she would be taking her mini-fridge from the Village office break room and asked if she could purchase one to replace it

14) Update: Highway 6 Spur 1A speed zones
Discussion:
Clerk Dick proposed to the board that the Village office write a letter to NDOT and request a speed change on the 1A spur heading North into Kenesaw from 65mph/35mph to 65mph/45mph/35mph

15) Discuss/Action: Village/Senior Center Agreement
Discussion:
Clerk Kiefer noted that we have not heard back from Village Attorney Shon Lieske pertaining to the Senior Center/Village Office agreement. Motion tabled

16) Discuss/Action: Current Village Office Property
Discussion:
Jeff Edmondson, Village Superintendent stated that Stromer and Burr have been out to the village property to give bid for office demo, but he has not received anything from either company yet. Motion tabled

17) Discuss/Action: Wasenek Days
Discussion:
No disagreement from any board members for the Wasenek Days activity line up

18) Update: American Rescue Plan pertaining to the City
Discussion:
Clerk Dick stated that she has run into some incidents with the application but thinks she has solved these and is still working on the application. Motion tabled

19) Update: Dogs Incident at 509 N 5th Avenue
Discussion:
Clerk Kiefer presented the dog incident at 509 N 5th Ave. Clerk Kiefer stated that there are pictures present to prove that the owner of the dogs has not followed through on the containment of the dogs as instructed to do by Clerk Kiefer on May 20, 2021, or the Kenesaw Ordinances given to dog owner. Board discussed what next step to take with this incident and decided to let the Village Attorney Shon Lieske know to see what he suggests for the next step. Motion tabled
