Chairman Kroos called the meeting to order at 8:02 p.m. In attendance: Trustee Higel, Trustee Ehly, Trustee Uden and Trustee Knuth. Others present: Interim Village Superintendent- Glen Kuehn, Village Clerk/Treasurer- Shelley Dick, Village Planning & Zoning-Henry Wilson, Residents- Connie Valentine, Joyce Clark, Bob Clark, Larry Walck.

Discussion:
Clerk Dick explained to the board that the Village Office had received several complaints about two properties. One property has opossums living in or around it and the other has a family of raccoons in or around the property. The board discussed that these properties have been in violation of village ordinances for quite some time. Chair Kroos asked Clerk Dick to send Nuisance Letters to both property owners.

8)c) Review/Approve or Deny: Proposed Ordinance No. 543-2022 - Vacate Partial Potter Avenue and Partial Spruce St./Grummert Surveying
Discussion:
Clerk Dick explained to the board that she had a conversation with the Adams County Attorney and he stated that Adams County would not prosecute the landowner who had planted crops on government property. He declared that it would be up to the village's attorney to follow through with prosecuting the landowner. The board all agreed that they would not want the landowner prosecuted and that the ordinance would not be approved. Therefore, a part of Potter Avenue and a part of Spruce Street will not be vacated.

8)d) Discussion/Approve or Deny: Tonya and Mike Hansen - Property Sale Proposal of 214 N Smith Ave. (Legal Description: The north 42.2 feet of Lot 82 and all of Lot 83, in the original Town, Village of Kenesaw, Adams County, Nebraska) /Brownfields Project
Discussion:
Clerk Dick relayed a message to the board that Tonya Hansen asked her to. The message was to let the board know that another purchaser is in the process of getting a loan for the property. The board discussed that they could not, in good faith to the community, purchase the property for the $50,000.00 asking price. Trustee Ehly asked Clerk Dick to write a letter to the owner and advise them that the village will not be purchasing the property but would like to finish the Brownfields Project Phase I and Phase II.

8)e) Discussion/Approve or Deny: Residents not licensing dogs/Dogs running at large with no collar and/or no tag - Friendly Reminder, Notice Letter & Final Notice Letter
Discussion:
Clerk Dick presented the board with a Friendly Reminder to relicense a residents' dog(s), a Notice Letter to license residents' dog(s) and a Final Notice Letter to license residents' dog(s). The board approved these three notices. Clerk Dick asked the board what the fines would be for the Notice Letter and Final Notice Letter. The late fee to license dog(s) is $10.00. The board juggled around the first notice fine being $25.00 plus late fee and license fee, the final notice fine being $50.00 plus late fee and license fee. After the final notice deadline, if dog(s) owner(s) have not complied, the Adams County Sheriffs Department will be instructed to comphiscate the dog(s) from the residence and put them in an impound. As for dog(s) running at large with/without a collar or comphiscated, Chair Kroos suggested that if the dog(s) gets picked up by a sheriff, then the dog(s) owner(s) should have to pay a fee to the impound facility, get the dog(s) rabies vaccinated (if not already) and licensed by the village (if not already) before dog(s) is returned to owner.

Discussion:
Chair Kroos stated that the bidder has to organize with Southern Public Power District to take the siren down and pay all expenses that would be incurred by SPPD and the disposal of the pole it is on.

The board discussed the Village Superintendent's applications.
