Discussion:  Paul Snyder asked what the funding source will be for the playground at Roosevelt.  Mark Lang asked if the Grants will cover the entire project or if the general fund will need to be used.  Lavon Hood explained that this will be funded by the general fund, but then refunded by the Preschool Grant that we have already been approved for as well as Head Start funds that we receive for the Roosevelt Preschool, less the costs for staffing.  Each year (18-19 and 19-20) we will receive $50,000 from these sources to replenish the general fund over 2 years.  Paul Snyder wanted to verify that we had discussed the playground being built at the time of approval of the grant application.  At that time the decision to put the preschool expansion between ESU and Roosevelt had not been made.  Had the preschool been located at ESU, we would not have needed to build a playground because they already had one.  Per law, we must have playground equipment that is specifically for use by the preschool.  Since the preschool was expanded to Roosevelt, we must build a playground.

4. Withdraw from VALTS effective for 2021-22 School year

Discussion:  CHOICES, Reconnect and Excel credit recovery program currently in the high school.  Terry Gilliland asked what type of enhancements we would need to make to accomodate these students that accel at VALTS.  Rick Myles stated that we do have multiple different programs for students that need a smaller environment (Choices), students that are slightly behind on credits (EXCEL Credit Recovery) and students that are greatly behind on credits (Reconnect).   Bob Kinsey also mentioned that CHOICES students are able to participate in all high school activities like prom, sports and the career academy programs.  

Rick stated, we are very much in favor of alternative programming.  There is no question of that.  2 years gives us time to look at our current programs and also gives us time to talk to ESU and see if there is a financial negotiation that we can come to, to see if we are paying the correct amount for the amount of students that are utilizing the program currently.  If in the meantime, we realize that we still need VALTS, we are able to do that. 

Ruth Kozal would like that if counselors do start feeling a void in the future, without this program that they please bring the need to the attention of the board. 
Terry Gilliland stated that he just doesnt want to see the kids that are able to graduate with VALTS, decide to drop out because there is no other plan.  I'd like to see a plan to accommodate those kids.
