2. 3.206 Community Use of School Facilities

Rationale:
Number 11 on our policy and our Use of Facility form states: School facilities may not be used for religious purposes on a permanent bases (over 6 months). This came to our attention when a church asked to use MCHS for Tuesday night Bible study. CHES and DHIS allow a church to use their facilities on Tuesday afternoons for the "Good News Club"; CHES has allowed it for years. When we contacted an attorney at TSBA, we were told that there is no law that prevents churches from using our facilities; some churches hold regular services at schools throughout the state. The question is, do we remove #11 or do we keep it and instruct the Good News Club they are no longer allowed to use the facilities? |

4. 4.206 Special Programs

Rationale:
TSBA has updated the provision regarding homebound instruction. To align this policy with truancy requirements, TSBA recommends allowing students to qualify for the program if they anticipate being absent for five school days due to illness or injury. The board could, however, choose to maintain the ten day requirement. Supervisors met to discuss this policy, and they wish, with the board's approval, to maintain the ten day requirement.

Rationale:
The State Board made significant changes to its policy on promotion and retention. These changes place greater emphasis on promotion. As a result, TSBA revised their corresponding model policy to align with these revisions which include updated factors for making these decisions.

8. 4.605 Graduation Requirements/Activities

Rationale:
This policy has been updated to include a new diploma that is available to special education students - the alternate academic diploma. Changes to State Board Policy 2.103 expanded the variety of student awards and achievements that must be noted at graduation. TSBA updated their model policy to include the revised list. Boards may add specifics on how each award should be recognized.

9. 4.700 Testing Programs

Rationale:
State Board Policy 2.103 now requires that assessment policies include methodology information for TN Ready exams, as well as EOC exams. TSBA recommends filling that information in on our assessment policies. We updated the policy with our target score method in October 2017; we are now inserting the cube root methodology.

10. 5.802 Qualifications and Duties of the Director of Schools

Rationale:
TSBA recommends updating the personnel provision of this policy as a best practice. This provision has been updated to include information regarding filing reports with the Office of Educator Licensing. This is not a new legal requirement, but they recommend making the director's obligation clearer.

11. 6.319 Alternative School Programs

The State Board made changes to its policy on alternative school programs to remove outdated language and clarify minimum requirements. As a result, TSBA has done an overhaul of this policy to align it to the new language.

Rationale:
Public Chapter 84 requires boards to adopt a policy on administering adrenal insufficiency medication that complies with rules created by the State Board. As a result, the State Board modified its Policy 4.205 and created an accompanying rule. TSBA has updated their model policy to incorporate language on adrenal insufficiency medication that aligns with these requirements.

13. 6.4051 Glucagon and Diazepam Gel (Diastat)

Rationale:
Several systems have asked if it is permissible to only administer these medications at school if the student has previously taken them. TSBA does not recommend including such a provision in this policy.

14. 6.4052 Opioid Antagonist

Rationale:
Public Chapter 256 allows LEAs to maintain opioid antagonists. If a local board chooses to do this, it must create a policy that complies with guidance developed by the State Board and the Departments of Education and Health. TSBA's new model policy on this topic aligns with the recently adopted State Board of Education Policy 4.205 and the procedures outlined in the Guidelines for Use of Health Care Professionals and Health Care Professionals and Health Care Procedures in a School Setting produced by the Department of Education and the Department of Health.
