6.A. Discussion Regarding Washington County Funding
Discussion:
Dr. Barnett discussed the ongoing negotiations between Johnson City and Washington County. Washington County has proposed to pay $500,000 per year for 20 years. 10 million dollars over 20 years with an agreement that Johnson City will not file a lawsuit against Washington County. Furthermore, Washington County agrees to share all capital funding based on the Average Daily Membership in the future. Dr. Barnett reported that Mr. Pete Peterson is hoping to have this discussion on the agenda at the next Washington County Commissioners Meeting. Mr. Kinnick commented that the agreement regarding the ADM is crucial going forward in the future. Mr. Belisle noted that if the monies were shared regarding the Jonesborough project according to the requirements of the state statute then Johnson City would have been entitled to around 30 million dollars. The same can be said with the Boones Creek Project, Johnson City should have received around 24 million dollars. Instead Johnson City received 8 million dollars. Johnson City should have received around 50 million dollars with both projects. With the current proposal from Washington County, Johnson City will receive around 18 Million dollars that includes the 8 million that was bonded from the Boones Creek project. Furthermore, Johnson City will not receive the full 10 million. A portion will be paid in interest on the debt payments. Washington County has also entered into an agreement with Jonesborough, $500,000 per year on maintenance for athletic fields for the schools. Those monies should also be shared with Johnson City based on ADM. That would translate to an additional $450,000 per year that Johnson City should receive based on continuing operation and maintenance funds. Therefore, the Washington County proposal would leave Johnson City short millions of dollars. Johnson City will have to raise taxes to make up the difference. Ms. Hall commented that the majority of monies allocated towards building the new school in Jonesborough, and the maintenance of the fields comes from taxpayers that live in Johnson City.
