Rationale:
For the last four years Bellevue Public Schools has developed and adopted District Goals. Last year, three goal areas: Achievement, Buildings and Budgets and Community Engagement were adopted. This process is similar to the AdvancEd school improvement process used for district accreditation. The District Goals are also used to write building and department goals throughout the district. Tonight the administration will present for approval the 2015-16 District Goals. Administrative Recommendation: The administration recommends the approval of the 2015-16 Bellevue Board of Education District Goals as presented.

C.2. Bond Counsel (903.04P)

Rationale:
For work being done by the Facilities Master Plan Steering Committee, information about possible alternative financing options is needed. For this reason, BPS needs to select Bond Counsel with experience in school district financing options. Although the term used is Bond Counsel, the firm can provide information about financing options other than bonds. An RFQ was sent out and proposals were received from Baird Holm, Gilmore & Bell and Kutak Rock. The administration reviewed the proposals and contacted references. There is no cost for these services until such time as the Board decides to use an available financing option. Administrative Recommendation: The administration recommends Kutak Rock be selected as Bond Counsel for Bellevue Public Schools.

As part of the last two annual budgets, a $5 million dollar line of credit has been included to mitigate cash flow concerns due to the timing of tax payments. Each year, the line of credit must be reauthorized; the current line of credit with Great Western Bank matures on December 15, 2015. Congratulations to Bellevue West and Bellevue East High Schools on their stellar performances at the 2015 State Marching Band Contest. Bellevue West took first place and were crowned Nebraska's top marching band. They also won awards for best colorguard, best general effect, best music, and best visual. Bellevue East tied for third place and captured the award for best percussion. They took 2nd place in music, and 2nd place in both music individual and visual individual captions. |

D.2. *Nebraska High School Press Association Fall Competition

The Bellevue East and Bellevue West newspaper and yearbook staffs had great success at the 2015 Nebraska High School Press Association fall competition. The Bellevue East Tom Tom won the Cornhusker this year, which is the highest award for journalistic excellence. The Tom Tom also received a Golden Kernel for coverage and photos. The Chieftain yearbook won a Superior award. The Chieftain yearbook also won a Golden Kernel for yearbook headlines and caption writing. The Thunderbeat Website won a Superior award and Golden Kernel awards for excellent use of social media and showcased personalities The West Wind Newspaper won an Award of Distinction and a Golden Kernel award for good variety of stories on important topics. The Thunderbird Yearbook won an Award of Distinction and a Golden Kernel award for strong story sourcing. |

In August, the Board approved a contract with Jacobs to develop a Facilities Master Plan. This process involves a Steering Committee made up of Students, Parents, Community Members, Board Members and Staff. Each month, the Board will be given an update of the Steering Committee’s work. At the end of the process, the Board will be presented a proposed Facilities Master Plan that will include recommendations from the committee for future steps. |
