V. DLR Group Inc. Site and Planning Contract, Phase I
Discussion:
Dr. Loeffelholz said this is for the site evaluation and planning contract only. He said there will be a few adjustments due to moving the location of the building. Dr. Loeffelholz further stated that this contract will only get the District to Dec. 9th or when a decision has been made. In this situation, the board will own the contract. If the amount goes over $20,000, the board will need to approve the extra expenditures. Alan Dostal said every contract should have an escape clause. He said this is not needed on this contract but will be necessary on the next two. Dr. Loeffelholz said by breaking it down into thirds, the District made a commitment to stay with DLR for the length of the project. If approved, the contract will be signed and a copy sent to Rex Schultze and DLR. Dr. Loeffelholz said Pat Phelan of DLR was willing to break it down because he understands the community and what the board wants.

VI. Farm Bid
Discussion:
Executive Director of Business Operations Dave Melick called and left a message for Paul Yrkoski, but he has not heard anything back. He said he was trying to contact Yrkoski to discuss the length of the contract. Dr. Loeffelholz said the board can either table it or come back with counteroffer. Frances Kuehler said if the district could get a $150 an acre that would be worth it. Executive Director of Business Operations Leonard Kwapinoski said it cost the district $1,200 to mow it last year. The board members suggested making a counteroffer of $160 per acre for a one-year deal. Alan Dostal said there is competition for land. Dr. Loeffelholz said the district probably needs to get bids next spring on all the rented ground.
Melick said he was also contacted by two groups about provided financial services for the bond issue, but he told them the district was satisfied with services they were getting from Jay Spearman and Ameritas. He said he is also meeting with Tom Bock tomorrow to talk about pre-negotiations.
