1. Call to Order

Discussion: President Gaasch called the meeting to order at 6:00 PM

2. Open Meetings Act Announcement

Discussion: This is an open, public meeting of the Kearney Public Schools Board of Education, and a copy of the Open Meetings Act is posted in this room.

5. Agenda

5.A. Negotiations/Budget Update

Discussion:

A basic settlement has been reached but KEA and the Board are having conversations about some language in certain areas. We will have a closed session at the committee meeting to finalize the details.

5.B. Facilities Plan Update

Discussion:

Turf bids for playgrounds at elementary schools were shared by Trent. The Board asked for a plan for all elementary schools. Two bids were received. All have been on site to review the projects. The Board is reviewing.

5.B.II. Sunrise

5.B.II.a. Classrooms (FCS/IT)

Discussion:

Reviewed as presented.

5.B.II.b. Athletic Complex

Discussion:

The design showed track, football field, bleachers and press box - plans to start this as soon as possible. Mr. Hogue is working on the sound system and scoreboard.

5.B.II.c. Traffic Study/Parking Lots

Discussion:

Dr. Loofe met with the city. Completed a traffic study throughout the year to develop this plan. Options will be considered.

5.B.III. Glenwood

Discussion:

Complete renovation of the kitchen as it hasn’t been done since the building opened. Adding a fire/sprinkler system.

5.B.III.a. Water Storage

Discussion:

It is not on the municipal water system, so we have to have water storage for the sprinkler system.

5.B.III.b. East Hallway/Exit

Discussion:

Secure entrance on west and add east entrance/exit on the long corridor to meet current safety codes.

5.B.III.c. Sensory Room/Long-Term Planning

Discussion:

There is a possibility that this may be added near the media center.

5.B.IV. Current Projects Update (Buffalo Hills, Windy Hills, Horizon, Park)

Discussion:

Board members were updated on the progress at Buffalo Hills and plans for projects at Windy Hills, Horizon and Park.

5.B.V. Central Entrance

Discussion:

Jacob presented a possibility to make the secure entrance on the southwest part of the building.

5.B.VI. ROTC

Discussion:

Not at this time based on response from the military - KPS is on the wait list if more funds become available.

5.B.VII. KHS Girls Wrestling Room/Multi-Purpose Space

Discussion:

A two-phase plan being considered, unsure of if/when this might happen:
- Girls wrestling and multipurpose room
- ROTC rooms
Funding sources were presented for the Board’s consideration of these facility plans.

5.B.VIII. District Safety Enhancements

5.B.VIII.a. Security Film

Discussion:

Vestibule windows - $63,138. Hopefully, by the beginning of next school year.

5.B.VIII.b. T-Mobile Radios

Discussion:

Certain administrators have been testing - all dead zones are gone. It is much better financially to use these rather than other devices. Still checking on flock cameras.

5.B.IX. Financial Review/Project Funding

Discussion:

Conversations with Northland to seek funding options.

5.C. Artificial Intelligence Policy Development

Discussion:

Reviewed several documents from other districts and feedback and thoughts from administration from all levels. Board members are encouraged to reflect on this.

5.D. In District Travel Policy

Discussion:

Policies 3350 and 3360- Dr. Loofe has done some work to revise KPS current practices. Board needs to reflect.

5.E. Board Policy Revision

Discussion:

The Board needs to process and decide.

5.E.I. Full policy revision last completed in 2017

5.E.II. Would we like to begin this effort again in 2024?

5.E.III. If so, what should this process look like?
