4.D. Consider enacting Ordinance 2102: An Ordinance relating to animal regulations that restricts the number of dogs and cats that may reside in a household.

Discussion:
This ordinance would restrict households to three (3) dogs and/or five (5) cats. Owners would have four (4) months to sell or give new litters of pets away which are above the per household limits. The City will provide for a grandfather period of ninety (90) days for pet owners to register and comply. During the 90-day period there would be a $20 fee added to the license fee for every pet over the limit. After the 90-day grandfather period allowing registration of additional pets, the new limits will apply and be enforced.

5. Petitions - Communications - Citizen Concerns
Rationale:
No action can be taken by the council on matters presented under this title except to answer any question posed and/or to refer the matter for further action. Testimony may be limited to 3 minutes per person. Please do not repeat testimony that has already be heard.
Discussion:
Crete Chamber of Commerce Director Jack Cochnar and Saline County Commissioner Phil Hartenburger commented regarding their respective organizations’ response to COVID-19. Hallam resident Mary Moser commented regarding old library fixtures for the New Beginnings Thrift Store.

6. Officers' Reports
Rationale:
Reports may be given by Department Heads, Committees and Council members concerning current operations of the City. Questions may be asked and answered. No action can be taken by the Council on matters presented under this title except to answer any question posed and to refer the matter for further action.
Discussion:
Chief Allen reported that his department has discussed and prepared as much as possible for COVID-19. They recently conducted a practice burn which was very successful. Chief Hensel reported that his department is modifying its operations slightly due to the COVID threat. Joy Stevenson reported that the library is closed to the public and that drive-through hours are 10-5 MWF, 10-7 TTH, and 10-4 Sat. Tom Ourada reported that he has met with Doane, CPS, and CAMC regarding the COVID threat, and elaborated on other changes to City operations due to COVID-19. Council Member Oelschlager reported that several local restaurants are now providing curbside pickup service and thanked City staff for their efforts regarding COVID-19. Mayor Bauer reported that the Governor will be conducting a conference call for Mayors and will relay information discussed during the call. He also reported that semi trucks continue to take a wrong turn onto Iris Ave. and would like to see a more visible sign at the intersection to prevent this.

7. Adjournment
Rationale:
The city council will review the above matters and take such actions as they deem appropriate. The city council may enter into closed session to discuss any matter on this agenda when it is determined by the council that it is clearly necessary for protection of the public interest or the prevention of needless injury to the reputation of an individual and if such and individual has not requested a public meeting, or as otherwise allowed by law. Any closed session shall be limited to the subject matter for which the closed session was called. If the motion to close passes, then the presiding officer immediately prior to the closed session shall restate on the record the limitation of the subject matter of the closed session. The City of Crete assures that no person shall on the grounds of race, color, national origin, age, disability, handicap or sex, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity of the City receiving Federal financial assistance.
