4.A. Presentation by Lori Schaal on Crete's recertification as an Economic Development Certified Community.
Discussion:
Lori Schaal from the Nebraska Department of Economic Development thanked the Mayor and council members for hosting her at the meeting. Lori also works for the state on behalf of the Nebraska Diplomats, who created the Economic Development Certified Community program that Crete has been a part of for 5 years now. Mayor Dave Bauer was presented with Crete's recertification as an Economic Development Certified Community.

4.B. Consider approving the special event permit request from the Crete Chamber of Commerce for a parade on October 2, 2021 from 9:30 am to 11:00 am.
Discussion:
Jack Cochnar spoke on behalf of the Crete Chamber of Commerce and informed the council that they'd like to bring back the parade to the Pumpkin Festival as done in previous years. The Chamber is requesting to have the streets in the parade route closed from 9:30-11:00am. The Public Works Committee met on this and recommended approving the parade route.

4.C. Consider approving the special event permit request from the Crete Chamber of Commerce for the Great Pumpkin Festival on October 3, 2021 from 7:00 am to 5:00 pm.
Discussion:
Jack Cochnar said this year's Pumpkin Festival will be no different than previous years. The Public Works Committee met on this and recommended to approve the special event permit.

4.D. Consider approving sidewalk painting for the Great Pumpkin Festival.
Discussion:
The sidewalk painting will be simply repainting the four pumpkins that already exist. The Public Works Committee met on this and recommended approving the sidewalk painting.

4.E. Consider approving the Right-of-Way Permit request from Black Hills Energy for gas main relocation in north Crete.
Discussion:
City Administrator Tom Ourada informed the council that Black Hills is requesting this permit as a part of the gap paving the city is doing on the north side of town. The Public Works Committee met on this and recommended approving the permit.

4.F. Consider awarding the railway boring project for the West Crete water and sewer extension to Horizontal Boring & Tunneling for the amount of $244,120.
Discussion:
City Administrator Tom Ourada notified the council that the engineers' estimate was previously lower. Burlington has changed their requirements for boring and tunneling, so the price for the project has gone up. However, it is still lower than any other bids. The Public Works Committee met on this and recommended awarding the project to Horizontal Boring & Tunneling for the price presented.

4.G. Consider awarding the West Crete 13th Street water and sewer project to Van Kirk for the amount of $229,641.
Discussion:
City Administrator Tom Ourada let the council know that this project is directly related to the previously approved project. This extends water and sewer past the railroad tracks. The estimate on this was also lower, but pipe pricing has increased. The Public Works Committee met on this and recommended awarding the project to Van Kirk.

4.H. Consider awarding the Linden Ave and 12th Street Asphalt Overlay Project to Constructors, Inc. in an amount not to exceed $115,000.
Discussion:
City Administrator Tom Ourada briefed the council on the details of the overlay project. Ivy was added to the project as well. The Public Works Committee met on this and recommended awarding the Asphalt Overlay Project to Constructors, Inc.

4.I. Consider adopting Resolution 2021-11: A resolution authorizing the Mayor to sign the Municipal Annual Certification of Program Compliance.
Discussion:
NDOT requires this annually for the money we receive from them for federal purchase program funds and to comply with the Board of Public Roads classifications and standards. The Public Works Committee met on this and recommended adopting Resolution 2021-11.

4.J. Consider entering into an agreement with Mid-State Engineering & Testing to conduct a Geotechnical Engineering Study for a new lift station at 22nd and Ivy.
Discussion:
City Administrator Tom Ourada reported that this agreement is for soil testing for the boring and the lift station portion on 22nd and Ivy where the city will be replacing the bridge with a culvert. Gilmore & Associated does not do their own testing, so they recommended we do this through Mid-State Engineering & Testing. The Public Works Committee met on this and recommended entering into the agreement.

4.K. Consider enacting Ordinance 2139: An ordinance relating to the duties and responsibilities of the Director of Public Works.
Discussion:
City Administrator Tom Ourada explained that this ordinance redefines the duties of the Public Works Director. The responsibilities differ from what they are currently. The Public Work Committee met on this and recommended enacting Ordinance 2139.

4.L. Consider authorizing the Library Director to apply for a $1,000 internship grant through the Nebraska Library Association.
Discussion:
Library Director Joy Stevenson would like to apply for an internship grant. It is the same one she received last year.

4.M. Consider adopting Resolution 2021-12: A resolution relating to traffic issues around Crete Elementary School.
Discussion:
City Administrator Tom Ourada spoke about the traffic issues at the elementary school. A solution that we have not tried yet is to use tubular barriers around the school to help with the one-way turns and no parking areas that we will be implementing to decrease traffic congestion. These changes were discussed by the Public Works Committee and they recommended adopting Resolution 2021-12. Mayor Dave Bauer commented on how well the police department has researched this and believes that these changes will be a good solution.

City Administrator Tom Ourada explained that there were both added costs and deductions in the change order for the new fire tanker. The Public Safety Committee met on this and recommended approving Change Order #1.

4.Q. Consider approving application for a parade on 13th Street from Fuhrer Field House to Doane Drive on September 30, 2021, at 6:00 PM.
Discussion:
Doane has been working with the police department on their parade ideas and came to a workable route for everyone. The Public Safety Committee met on this and recommended approving the application for the parade route and street closing.
