4.A. Consider approving an agreement with Olsson to provide professional services, on a time and expense basis not to exceed $8,000, for the installation of new equipment at the Main Lift Station.
Discussion:
City Administrator Tom Ourada informed the Council that you can't control the lift operation locally, so you have to drive back and forth to the plant to control it. This equipment would eliminate that issue. The Public Works Committee met on this and recommended approving the agreement.

4.B. Consider approving an agreement with WesTech in the amount of $28,926 for a new gauge and sand at the water treatment plant.
Discussion:
City Administrator Tom Ourada explained that this agreement is for the filter media for the main water treatment plant. Replacing this gauge will alleviate almost all of the issues we've been having with our water for the past few months. The Public Works Committee met on this and recommend approving the agreement.

4.C. Consider approving the Library Board's recommended changes to the Crete Public Library's Patron Code of Conduct.
Discussion:
Library Director Joy Stevenson relayed to the Council that there has been a rash of individuals going into public libraries and recording others without their permission and causing a ruckus, so we are trying to preempt that happening here at our library.

4.D. Consider authorizing the Police Chief to apply for a NDOT Highway Safety grant as part of the national Buckle Up, Every Trip, Every Time campaign.
Discussion:
Lieutenant Gary Young informed the Council that this is another Highway Safety grant similar to 'Click It or Ticket' and it will be done around Thanksgiving this year. The Public Safety Committee met on this and recommended approving the authorization to apply for the grant.

4.E. Consider entering into the 2021 Rural Fire Protection agreement with Saline County Rural Fire Protection District.
Discussion:
Fire Chief Tod Allen reported that this agreement is great for everyone in the district. The Public Safety Committee met on this and recommended entering into the agreement.

4.F. Consider approving the employment of new firefighters Tiffany Carnahan, Hayden DeBoer, Alex Miguel-Jacinto, and Carissa Moore and adding them to the City's insurance roles.
Discussion:
Fire Chief Tod Allen recommended approving the new firefighters and introduced Hayden DeBoer, one of the new firefighters who is excited about serving his community. The Public Safety Committee met on this and recommended approving the firefighters and adding them to City insurance roles. The other three new firefighters who were not in attendance will need to attend a council meeting to be introduced.
