3.A. Provide a recommendation to the City Council on enacting Ordinance 2154: An ordinance relating to historic preservation.
Discussion:
City Attorney Kyle Manley explained the ordinance and how having a Historic Preservation Commission would work. The Commission would review applications for buildings or parts of town that would like to be considered a landmark or landmark district. After reviewing and discussing the applications, the Commission would make a recommendation to the City Council, who would designate the structure or area of town as a landmark or landmark district. Manley clarified that if an area applied to be a landmark district, and one or more of the building owners do not want to be a part of it, they can protest. If a landmark district gets protested, individual structures may still apply to be landmarks. City Administrator Tom Ourada mentioned that Kelly Bacon from the State Historic Preservation Office has been down before to discuss the process in more depth, and would come again if the Committee thought it was beneficial. The Committee decided to table the ordinance and request Kelly to come down for a presentation.

3.B. Discuss (1) amending the land use plan and future land use maps in the Comprehensive Plan and (2) changing the zoning of the vacant land at 29th Street and Iris Avenue.
Discussion:
City Administrator Tom Ourada stated that when you change the zoning somewhere, you really want it to conform with your Comprehensive Plan. At their last meeting, the Planning Commission voted to recommend amending the land use plans and changing the zoning. A developer would like to come in and make use of the property, needing both commercial and residential zoning, and this zoning change would allow for those plans.

3.C. Discuss the creation of a rental property inspection and registration process.
Discussion:
City Administrator Tom Ourada informed the Committee that the city had a less inclusive program like this in the past. It came to a halt in order to make changes to the program, and it just never got reinstated. The Committee would like to look into different ways this could be done and the most efficient ways to help ensure renter safety.
