3.A. Public hearing on fiscal year 2022-2023 budget and property tax request.
Discussion:
City Administrator Tom Ourada stated that this budget did not change after the Council budget workshop on August 23rd. The budget, as is, does not require the city to attend the joint public hearing.
City Clerk-Treasurer Jerry Wilcox walked the Council through the state budget forms, giving a brief rundown of the budget and how it is put together. The local property valuation increased by 5.5% from last year. The general fund property tax request had an increase of 1.28%. The levy is within its limit, totaling 41.7 cents of the allowable 50. Municipal equalization went down almost $100,000 and the total property tax asking was about $1.45 million. 2022-2023 operating expenses are estimated at $37,973,000 and the cash reserve balance is $10,000,000.
