4.B. Presentation by Kelli Bacon from the State Historic Preservation Office on Historic Preservation Commissions and Certified Local Governments.
Discussion:
Kelli Bacon with the State Historic Preservation Office (SHPO) spoke and answered questions about the Certified Local Government (CLG) program that SHPO offers. She explained the process from the passing of the ordinance to becoming an official CLG and what benefits that certification has for the community.

4.D. Consider approving Russ Sears's request to paint pumpkins on street corners for the Pumpkin Festival.
Discussion:
Mayor Dave Bauer inquired whether this was approving the repainting of the current pumpkins on 12th and Main or if there would be more painted on other corners. City Administrator Tom Ourada ensured that it was just the repainting of what is already there on 12th and Main. The Public Works Committee met on this and recommended approving the request.

4.E. Consider approving a special event permit with street closures for Crete's Great Pumpkin Festival Children's Parade on Saturday, October 1, 2022.
Discussion:
The Public Works Committee met on this and, due to it being the same as last year, their recommendation was to approve the permit.

4.G. Consider approving a right-of-way permit for Unite Private Networks for fiber placement in the alleys of Block 1 and Block 127.
Discussion:
City Administrator Tom Ourada stated that this is a standard permit, but it does involve multiple properties, so the Council must approve it. The Public Works Committee met on this and recommended approving the permit.

4.H. Consider adopting Resolution 2022-08: A resolution acknowledging the termination of the Airport Authority and accepting all of its rights, properties, and obligations.
Discussion:
City Administrator Tom Ourada explained that state statute reads that an airport authority may be in existence for 20 years, and may continue to exist until it holds no debt. At the point when the airport does not have any debt, the airport authority dissolves and it becomes a department of the city. Our city attorney, Kyle Manley, spoke with the Nebraska Department of Aeronautics legal counsel and they recommended passing a resolution acknowledging that the City will be taking over sponsorship of the airport. The Public Works Committee met on this and recommended adopting the resolution.

4.I. Consider enacting Ordinance 2155: An ordinance relating to the operations of the Crete Municipal Airport.
Discussion:
City Administrator Tom Ourada informed the Council that this ordinance recognizes that the airport authority no longer exists and that the Council and Mayor will establish an Airport Advisory Board. The Mayor will appoint the board and the Council will approve or deny the appointments. The requirements are that you have a licensed pilot as one of the members and that all members have a vested interest in the airport. The Airport Advisory Board will operate like any other board or commission of the city does. The airport will now be a department of the city and will be managed like any other department.

4.J. Consider authorizing an additional 1% of restricted funds authority for fiscal year 2022-2023.
Discussion:
City Administrator Tom Ourada reminded the council that this is something that gets done every year. Clerk-Treasurer Jerry Wilcox stated that when you are close to the lid, the additional 1% does make a difference.

4.M. Consider enacting Ordinance 2157: An ordinance setting the wages and salaries of city officers and non-bargaining unit employees.
Discussion:
City Administrator Tom Ourada informed the Council that HR Director Wendy Thomas put a lot of work into the comparability study to determine wages and salaries. There are positions that are below, right at, and even above scale. Also, the Personnel Committee met on this and it was decided that no one would be going without an increase. The cost of living was determined to be 3%, so that will be the minimal increase.
