4.C. Consider appointing Henry Wiedrich and John Zimmer as special city attorneys to the City of Crete.
Discussion:
Mayor Dave Bauer pointed out that Henry and John need to be appointed to be able to prosecute cases for the City, it is not for the work that Alison is doing. The Legislative and Economic Development Committee met on this and recommended approving the appointments.

4.D. Consider enacting Ordinance 2160: An ordinance to amend the electric rates beginning March 1, 2023.
Discussion:
City Administrator Tom Ourada informed the Council that this is the ordinance for the electric rate increase, which has already had its first reading approved. There is the option to suspend the other two readings if desired. With everything rising in cost, this is the best way to move forward.

4.F. Consider approving Application for Payment No. 2 to General Excavating in the amount of $35,300.20 for the East 22nd Street project.
Discussion:
City Administrator Tom Ourada mentioned that this is the second payment for the box culvert replacing the bridge on 22nd Street. The Public Works Committee met on this and recommended approving the payment.

4.G. Consider approving Change Order No. 01 to Kingery Construction in the amount of $14,638 for renovations to the Isis Theater.
Discussion:
City Administrator Tom Ourada reported that this change order reflects the City doing some of the exterior work on the theater. The Public Works Committee met on this and, contingent on a sales tax issue, recommended approving the change order.
