1. Open Meeting

Rationale:
Attendance of Planning Commission members will be recorded to determine the presence of a quorum for official actions. |

The Planning Commission may take action to hear testimony in favor of or in opposition to, discuss/limit discussion and take action to approve or disapprove a recommendation to the City Council on any matter presented under this title. |

3.A. Approve Planning Commission Minutes

3.B. Provide a recommendation to the City Council on approving the One and Six Year Plan.
Discussion:
City Administrator Tom Ourada reported that the One Year Plan is a statutory requirement to receive certain state and federal money. The Six Year Plan is no longer a statutory requirement, but Ourada stated that it is good to still plan ahead. He took the One and Six Year Plan to the Public Works Committee and they recommended adding 15th Street to the Six Year Plan. After a recommendation is made by the Planning Commission, this will go to the Council for approval before submitting it to the state.

3.C. Update on the annexation proceedings.
Discussion:
City Administrator Tom Ourada and attorney Alison Borer updated the Planning Commission members on where the City is at with the annexation proceedings for properties on the east side of town. The Public Works Committee met on these and asked for more information on the costs of extending services to those properties. The Committee recommended moving forward with the annexation of area #6, as the property owners have plans to develop the land and would like to do so as soon as possible.
The next step is for the City Council to pass a resolution for each area, setting a public hearing date for the annexation, that will include a plan for each area to connect to city services. The Planning Commission will hold a public hearing for area #6 at next month's meeting, and dependent on the outcome of the next Council meeting, will hold hearings for the rest of the properties the following month. |

4. Officers' Reports
Rationale:
Reports may be given by Department Heads, other Committees and Commission members concerning current operations of the City. Questions may be asked and answered. No action can be taken by the Planning Commission on matters presented under this title except to answer any question posed and to refer the matter for further action.
Discussion:
City Administrator Tom Ourada reported meeting with someone regarding privatizing the airport. There are a lot of things that would need to be done and looked at for that to happen, including zoning changes and infrastructure.

4.A. Next meeting date
Discussion:
Due to a scheduling conflict, the Planning Commission members agreed to change next month's meeting date to February 28th at 7:00 pm.

5. Adjournment
Rationale:
The Planning Commission will review the above matters and take such actions as they deem appropriate. The Planning Commission may enter into closed session to discuss any matter on this agenda when it is determined by the Commission that it is clearly necessary for protection of the public interest or the prevention of needless injury to the reputation of an individual and if such and individual has not requested a public meeting, or as otherwise allowed by law. Any closed session shall be limited to the subject matter for which the closed session was called. If the motion to close passes, then the presiding officer immediately prior to the closed session shall restate on the record the limitation of the subject matter of the closed session. |
