May 13, 2024 at 6:00 PM - May Regular Board Meeting

Discussion:  President Stearns called the meeting to order at 6:00 PM. The Pledge of Allegiance was recited and roll call was taken. 

Discussion:  We, at Brady Public Schools, strive to create a positive culture in which all learners reach their fullest potential as EAGLES!

Discussion:  Tina Golter gave her report. Mowing has started for the year. Sprinklers have gotten turned on for the year from Heartland Sprinklers. Tumbleweeds and trash removed along with flowers got planted. Heartland gave quotes for repairing the sprinklers by the common parking lot and for adding a hydrant. 

Discussion:  Mrs. Foster gave Dan Robison's report. The maintenance on vehicles are still staying up to date. The power steering pump is getting repaired on the maintenance truck. The buses will be going through cleaning and power washing to get them ready for next year. Driver's Education is a go. The district has been DMV approved. There are still a few spots open to fill on both sessions. 

Discussion:  Mrs. Foster gave Ryan Sanger's report. All outside rooftop units have been serviced and filters have been replaced. A broken pipe in the cooling tower has been fixed. The new stage was set up for graduation and awards. The tarp was laid down in the new gym. Ryan is recommending looking into getting a new tarp as the current one is getting beat up. Mr. Larson has moved out of his office to the end of the elementary hallway in regard to construction starting. Platte Valley Electric is starting a plan on getting the shot clocks and the football field lights working. 

Discussion:  Andy Seamann gave his report. Would like to recognize Andrew Karchner and Kenlee Fattig for qualifying for JH State Track Meet. Would also like to recognize Payton Stienike for qualifying for High School State Track. The send off for high school state track will be Thursday morning at 9:10AM. Both gym floors have been scheduled to be refinished this Summer starting June 5th. The district also won $1,000 for the Physical Education program from BCBS for National Walk at Lunch day. The following projects will get done this Summer: installation of the shot clocks, putting up new banners, and service/maintenance of the football field lights. 

Discussion:  Mr Larson gave his report. ACT Testing first round was paper and pencil and the second round was online. NSCAS/MAP testing had a 97.5 percentage completion rate. Mr. Larson will go through the data with the teachers in the Fall. Course registration for high school for 24-25 has begun. The Elementary schedule for 24-25 is a work in progress. The district is pursuing reading, writing, and math to be taught in elementary every single day. PBIS team took a trip to Cambridge on May 1st. Eight staff members went to see how the PBIS program worked in Cambridge. This was very beneficial. Mr. Larson also talked about MTSS goals for the 24-25 school year. Brady Public Schools was the host for MNAC art competition in Arnold. It was a huge success for some Brady students. 

Discussion:  Mrs. Foster gave her report. Mrs. Foster gave a grant update. The total amount received in grant money for this past year was $341,092.64. NDE has become much more stringent on ESSERS reimbursements. Each teacher that went on a Professional Development trip was asked to put together a schedule and description on how their trip was beneficial to the classroom. Currently, over $33,000 has been denied for reimbursement from NDE. Mrs. Foster is hoping to submit schedules and papers to NDE in hope to get some money reimbursed. Currently, the district is still seeking the right individual for the technology coordinator. The district is also looking to hire two more para-educators for the 24-25 school year. The district does have some outstanding lunch balances for a grand total of $1,906.10. The hope is to get the balances cleared by the end of the school year. Letters to parents and phone calls have gone out. 

Discussion:  1.The board would like to congratulate and recognize Jen Most, Molly Most, and Superintendent Foster on their work on the Early Childhood grant. Brady Public Schools and the Little Eagle Early Learning Center were awarded $75,000!
2.The board would like to congratulate and recognize Superintendent Foster on her work and diligence on the Safety Grant. Brady Public Schools was awarded $227,500 for the Office Remodel project that addresses the safety concerns with the entrance to the school.
This year Superintendent Foster wrote numerous grants and Brady Schools was awarded just over $340,000 in grants!

Discussion:  Policy Committee has completed the review of all of the 2000 and 3000 series and is almost done with the 4000 series.  

Discussion:  General Fund is under budget by 20.18%. The claims for this month included General Fund: 352,085.91 and Depreciation Fund: 10,411.00. There were no questions or concerns looking over the check register or revenue report. 

Discussion:  Will schedule a meeting in the near future. 

Discussion:  The Legislative session is now closed. LB 43 includes 7 laws. LB 637 amends the allowance of public comments to every meeting. LB 71 district must adopt policy to allow parents access to testing and curriculum information. LB 1201 allows students to remain in preschool until they are 6 years. A parent may choose to retain their child in K-4 due to  learning needs and retain in grades 5-8 due to excessive absentism. LB 1027 amends statutes dealing with schools that elect not to meet accreditation or approved requirements. LB 1029 requires a new attendance code for Illness or Mental illness. LB 1284 State funding to help fulfill the Computer Science and Technology graduation requirement. LB 1050 state will have to provide free menstrual products to all schools. There is  $2,000,000 embedded for training. LB 1306 eliminates professional practices commission. LB 1329 schools must identity in writing services available excessive absenteeism. Also allows option enrollment to increase to three times. Also prohibits a school to submit lunch bills to claims. QCPUF funds can be used for school safety and security projects. LB 1377 school boards can now determine the length of required training. LB 388 School Property Tax Credit Fund. Credit will go to counties to reduce school property taxes paid by 30%. LB 575 Adoption of the Sports and spaces act. Biological females or males are not able to use restrooms or locker rooms of opposite sex. Also are not allowed to play in sports of opposite sex. Did NOT pass was the Opportunity Scholarships.

Discussion:  The school is not allowed to purchase a 15 passenger van. The district is allowed to have a 15 passenger short bus, but not a van. 

Discussion:  There were six students option in prior to the deadline of March 15th. Many times there is a history behind students that try to option in after the deadline. There is currently one student wanting to option in from North Platte. Mrs. Foster's recommendation is to slow down the process and review more. After meeting with the leadership team, it is recommended to only accept students that try to option in prior to the deadline. After pulling the incident reports, most of the incident reports are from the option enrollment students. The district is not able to deny based on behavioral reports. The district can deny based on not having the staffing, capacity for Special Education services is full, or the class size is full. Mrs. Foster is recommending to make a decision to accept all before the deadline and zero after the deadline to make it more consistent. Marge Spencer was worried about the enrollment number and wanting to accept all students. Currently next year, adding in the kindergarten and preschool, the district enrollment will be at 202. This caused much discussion going back and forth on the pros and cons. 

Discussion:  Currently pay $150/day for short term subs and $165/day for long term subs. To stay competitive, the recommendation is: $150/day short term, $175/day long term after 15 days in a school year, plus provide free lunch for all subs. 

Discussion:  Finding a school auditor is not easy. There have not been many in the state of Nebraska. We have been extremely happy with our current auditors, KSO out of Kearney. The price of the annual audits have gone up.2019 - $8,200, 2020- $8,350, 2021- $8,500, 2022- $16,000, 2023- $20,500, 2024- $25,000 **Anticipated**.

Discussion:  The Policy Committee diligently reviewed and updated the 2000 series of KSB policy series and recommends the adoption of the following policies as written and attached.
The following policies were already adopted earlier this year: 2005 -Conflict of Interest, 2008- Meetings, 2012- Board Code of Ethics, 2006- Complaint Procedure

Discussion:  Currently waiting on materials. Hoping to be here this week, but looks like it will now be the end of May. Currently, going through all the little details of the inside, like paint color, carpet, cabinet color, counter tops. 

Discussion:  JAG NE is a program supported by Gov Pillen and sponsored by United Way of the Midland. It is offered during regular classroom hours at participating schools, JAG Nebraska is available to all young people who need, want or can benefit from the program.Certified Career Specialists teach a minimum of 37 skills that are valued in the workplace and community. The JAG curriculum prepares students for future job success by:

• Building relationships with local employers
• Receiving career and technical education
• Participating in hands-on experiences
• Developing leadership and life skills
• Learning civic and social responsibility
• Joining in student-led activities

The employment of the JAG instructor is generally a local resident and all salary and benefits are paid for by the JAG program. They instruct 1 to 2 classes during the day and then help out wherever needed the rest of the day. For the school, there is no financial burden, but for our students there is so much potential gain!  Area schools that are participating in this program include: Ogallala, McCook, Dundy-Stratton, Chase County, Anselmo-Merna, Ansley-Litchfield, with many more!

Discussion:  Our district takes pride in supporting the needs of the whole child to ensure that all children as safe, supported, engaged, and challenged each day they walk into our school building.
Research indicates that initiatives focused on improving aspects of students’ well-being in schools, such as addressing childhood obesity, preventing bullying, and supporting students’ mental health have been found to be successful in improving student success and academic excellence.  We have assessed our wellness policy as a part of the USDA requirements. 
A goal of Brady Public Schools is to provide curriculum, instruction, and experiences in a health-promoting school environment to instill habits of lifelong learning and health. Therefore, the Brady Board of Education has adopted a School Wellness Policy with the following goals:
Goals to Promote Student Wellness:

• Nutrition Education: To implement a curriculum that meets or exceeds the health and nutrition education objectives established by the Nebraska Department of Education.
• Physical Activity: To implement a curriculum that meets or exceeds the health and physical education objectives established by the Nebraska Department of Education.
• Other School Activities: To offer other suitable opportunities for students to engage in health-promoting activities. The Superintendent or designee shall establish such further goals as are determined appropriate to meet the stated mission.

As we move into the next school year, one opportunity for growth is reducing the caffeine intake for students while at school and to promote the consumption of more water throughout the day. We look forward to partnering with you as we continue to promote overall student health in our school wellness program.
