7.5. Consider and Approve Providing $120 per Franklin Public Schools Students who Choose to Participate in the Driver's Education Program Provided at Franklin Public Schools Through the Nebraska Safety Center During the Summer of 2016.
Rationale:
In the past, the school has subsidized the cost of the program for our students. This year, the cost of the program is $315.00. $120 is the amount we subsidized the students last year. This seems to work very well and we usually have 15 or fewer students. The remaining $195.00 is the responsibility of the parent or guardian. The dates of Driver's Education at Franklin Public Schools will be July 25-29 this summer from 8:00 am to 12:30 pm. Range simulation date in Kearney will be Thursday, August 4th from 10:00 am to 6:30 pm. Franklin Public Schools will provide transportation to Kearney for the range simulation.

7.12. Consider and Approve Contracting with aha! Process, Inc. for "A Framework for Understanding Poverty" Professional Development for PK-12 Staff on August 11, 20016
Rationale:
Since Franklin Public Elementary School was identified as a school needing improvement due to not meeting AYP 2 years in a row, we were required to complete a Title I Accountability Grant. This grant is for $5,454. The grant will be used for an August 11, 2016 Professional Development on "Understanding the Framework of Poverty". We will use this grant money to pay for the Professional Development and materials (books/workbooks) used by K-6 faculty used that day. Costs covered by grant: Speaker:$4,704 Materials:$750 Materials for 7-12 teachers not covered by grant: $750 Below is the description submitted to NDE. Franklin Elementary School has been identified as a school in need of improvement in the areas of reading and math for the group of students that are eligible for free and reduced lunch. The administration, school improvement steering committee, also known as the compact team, and the ESU11 administration and staff development director met to analyze various data points including NWEA MAPs, Nebraska Statewide Reading, and Nebraska Statewide Math results to determine specific areas of weakness. It was decided that the district would continue with training in the Marzano Instructional Model for the remainder of the staff who did not attend during the 14-15 school year. In an attempt to have a common language of instruction, staff will work to improve the level of engagement and consistent delivery of lessons in the classroom in order to improve to test scores. In addition this training will provide teachers strategies that can be used to check for student understanding. This will allow for our teachers to assess and reteach student learning. Once these practices have been implemented successfully, the district expects and increase of student engagement levels, improved student behavior, and the overall percentage of students who meet or exceed Nebraska academic standards to increase by 2% per year in the areas of math and reading.

Rationale:
The policy committee met and asked that I share the same information with remaining board members. They would like input from all board members. Two main objectives are: 1) determine the amount of General Fund dollars that will be used to support trips 2) determine what is considered a fund raiser and the number of fund raisers allowed All board members have received a packet of information. The following policies were included in the packet: 1300, 5303, & 6284. Lincoln Public School Board passed a policy that requires students to pay 50% of the cost of out of state trips. Rationale:
Elementary Principal’s Report April 2016 Invention Convention There were 168 inventors competing at Invention Convention at Pioneer Village. There were 10 students representing Franklin. 6th grade Barett Haussermann and Ayden Molzahn - Deadlift Lever (1st place and 6th grade champion) 6th grade Bryannah Hindal and Kaitlyn Schurman - CFM Machine 5th Grade - Rachael Crouse - The Gun Handle 5th grade Emma Jackson and Tamia Phifer - The Dehydration Prevention Bracelet (3rd place) 4th grade - Gregory Boettcher - No Moe Snow 4th grade - Emma Largent - Hot Spot (2nd place) 3rd Grade - Angelina Shrode - The Organizing Bag NeSA Testing The testing window runs from March 21st- May 6th for the 3rd-8th grade and 11th. New this year is three sessions of Reading in grades 5th-8th and 11th. Including the new text-dependent analysis component where students will have to type a response to a reading passage. Students in the 3rd and 4th grade will do this test as a pilot this year. A representative from the state will be here during one of the Elementary sessions to observe test administration. Kindergarten Roundup Mrs. Marks is preparing for Kindergarten Roundup this week. It is scheduled for Thursday, March 24th. We are expecting 15 students in Kindergarten for the 2016-17 school year. Students and parents have been invited to stay for a school lunch of hamburgers and smiley fries on this day. Jan Weiss and I will be meeting with parents to go over lunch information, the Kindergarten Handbook, and I will talk with parents regarding The Zones of Regulation Curriculum used in the elementary.
