1. Logan View Public Schools Board Of Education - Call To Order
Discussion:
President Rebbe called the Special Meeting to order at 7:30 p.m. Upon roll call vote, all members of the Logan View Board of Education were present. President Rebbe informed the public of the location of the Open Meetings Act posting in the meeting room.

3.A. Timeline For Possible Merger Filing And Effective Date
Discussion:
Discussion was held regarding the timeline for a possible merger filing and effective date of the merger. Both Logan View and Scribner Snyder Community Schools are hopeful that a petition could be filed in June of 2020 with the effective date of the merger being the 2021-2022 school year. No formal action was taken on this issue.

3.B. Reorganization Method And Legal Or Common Name, Color, Mascot
Discussion:
Discussion was held regarding the reorganization method and legal/common name, color and mascot of the merged district. Both boards agreed on the enlarged district method of reorganization. Logan View would like the legal and common name to be District 27-0594/Logan View Public Schools, the mascot to be the Raiders, and colors to be blue and gold. Scribner Snyder Community Schools has not yet come to a consensus on these items and will discuss at their regular February meeting. No formal action was taken on this issue.

3.C. Reorganized District Board Of Education - Makeup & Election Method
Discussion:
Discussion was held regarding the board makeup and election method of the reorganized district. Both boards agreed that the board of the reorganized district board would be a 9-member board with the initial makeup being 6 members from the Logan View board and 3 members from the Scribner Snyder Community Schools board. Further discussion will be held regarding how those members will be chosen and to ensure staggered terms of board members. Both boards agreed that moving forward elections will be at large elections. No formal action was taken on this issue.

3.D. Comprehensive PK-12 Configuration Of Reorganized District
Discussion:
Discussion was held regarding the comprehensive Pre-Kindergarten through 12th grade configuration of the reorganized district. Both boards agreed that maintaining Pre-Kindergarten through 6th grade at the Scribner attendance center is necessary. Logan View would keep it's existing elementary school as well, with two sections of each grade level at Logan View and one section in Scribner. All students in grades 7 through 12 would attend the Logan View attendance center. Current district boundaries would be used to determine which elementary school Kindergarten through 6th grade students would attend. No formal action was taken on this issue.

3.E. District & Building Administration
Discussion:
Discussion was held regarding district and building administration of the reorganized district. Both boards agreed that each attendance center would have a dedicated Principal. Principal Stithem would remain in Scribner as the Principal for the Pre-Kindergarten through 6th grade. Superintendent Klein would serve as the Superintendent of the reorganized district. Logan View's existing Principal's and Activities Director/Assistant Principal would remain in their current positions. Scribner Snyder will continue to move forward in conducting a search for an Interim Superintendent for the 2020-2021 school year. No formal action was taken on this issue.

3.F. Bussing & Transportation
Discussion:
Discussion was held regarding bussing and transportation for the reorganized district. Logan View currently provides rural and in town pickup service via bussing. Both schools agreed that they would seek to provide the most accommodative level of service possible in transporting students in a reorganized district. Bussing and transportation services would be equitable across the entire enlarged district, but it is too soon to determine the exact level of service that would be provided. No formal action was taken on this issue.

3.G. Plan For Determining Retention & Separation Of Certificated Staff
Discussion:
Discussion was held regarding a plan for determining retention and separation of certificated staff. Superintendents from both schools are working on a tentative staffing plan which they hope to present to their respective boards at their regular February meetings. Both boards anticipate that any separations necessary would be minimized through natural attrition or possible separation incentives. No formal action was taken on this issue.

3.H. Discuss And Authorize Legal Counsel To Begin Drafting Possible Merger Petition
Discussion:
Discussion was held regarding a possible merger petition. Both boards directed their respective Superintendents to work with legal council to begin drafting a merger petition for review.
