Discussion: Has been suggested to move Board meetings to 1st Monday of every month. This is pretty much the norm throughout Nebraska.

D. Discuss, consider, and approve form renewal agreement, and authorize Superintendent Hayes to deliver renewal agreements.

Discussion:

This form is the recommendation from KSB for our policy update. The BOE always acts on the first initial and final contracts. Almost all districts get a renewal agreement with salary steps each year rather than a brand new contract every year. Instead of signing a contract our returning teachers would sign a renewal agreement. This process is to make things flow smoother, for teacher, administration and business office.
Activity sponsors are assigned at the discretion of the Superintendent.
BOE asked that we distinguish between the old way and this new form. The contract language remains the same, it's the binding agreement between Board and teacher. Through our policies this form would become the new way executing teacher renewals.
Administration will sit with staff and go over the new form and procedure. Clarifying that the master contract is still in place. This document strengthens the BOE responsibility to the staff. Creating a documentation trail, for number of years -FTE, Salary, Activities Assigned, and Position Placement.
It was brought up that some teachers have left mid-year. What is the binding element of this renewal agreement? The board member can agree to let a staff member break contract. If board does not agree, then a complaint can be filed against the teacher’s license or there is due process when an education is put on a plan by administrator and is not making progress. The contract does not change.
Board has a March 15 deadline to offer renewal or non-renewal of teacher contracts.

V. Retreat Topic: Board Development and Self Assessment

Discussion: Linda Richards, Board Consultant - Marcia Herring, NASB Director of Board Leadership traveled to Santee for Board Retreat.

Linda led the meeting with a review of the year: The Board created a process for the evaluation of Superintendent that aligns with our goals on the Priority Plan. In December the Board conducted a first time online superintendent evaluation. This tool (NASB Board Standards Self-Assessment) will be a point where we can talk about where we are as a Board and evaluate our progress. Asking the questions, where are we? How are we supporting student achievement and growth?
Additional work took place the previous night with Marcia Herring and Linda Richards as they conducted a Board President workshop with Steve. How can he create opportunity to hear what the Board is needing from him? His goal is to encourage conversation and discussion. What does the board need for success? Steve works with the Superintendent before each meeting, setting the agenda. You have the calendar you adopted. And how we can push you in the next couple of months, with our conversations engaging and connecting us. It's critical and vital for our progress.
Marcia Herring-Thanks each of you for the opportunity to be here you. She wants everyone to have an opportunity to share their thoughts and ideas of how the Board is progressing. To use this opportunity to speak about how they feel their role has changed under the leadership of the new superintendent. What feels/looks/is different about their role as a board member.
BOE president wants to share information and communicate with his board. So something new he will be doing is calling each of you Sunday night before the board meeting. What questions do you have, and he can convey to Supt. on Monday morning any feedback, so we can engage effectively in our Board meetings.

VI. COMING EVENTS

Discussion: Next Board retreat is in May, in Papillion. Linda has requested that Shirley Vargas and Lane Carr be in attendance. The Commissioner is on notice also.
