Discussion:
Attorney Miner updated the council the amendment to Ordinance 3-110 would be to make clerical changes in the billing dates that are reflected in the ordnance.

Discussion on sewer rates
Discussion:
The council then discuss amending the residential sewer rate. Administrator Litchfield shared with the council the recommendations provided by Nebraska Rural Water were to make incremental increases over three years. Mayor Eaton noted that out of 30 Nebraska communities surveyed by Rural Water that Wakefield was tied for the lowest sewer rate. No action was taken until the matter could be studied further.

Discussion on Vacant Property Registration Ordinance
Discussion:
The council then discussed a potential vacant property registration Ordinance. Administrator Litchfield stated that one goal of the registration is to find out what the owner intends to do with the property, which the City could then work with the owner accordingly depending on the plans with the property. No action was taken.

Discussion on Rural Housing 360
Discussion:
Brady Weaver addressed the council on behalf of Michael Foods Inc. on the progress of the Rural 360 Housing program. He said Covid had slowed progress but there are several families interested in the participating in the program and that he hoped work could resume again in the near future.

The council then discussed storm water drainage at Michael Foods Inc. Brady Weaver spoke on behalf of MFI and said they would be supportive of making changes. Dan and Kelly Brown also spoke in favor of conducting a study to see what changes could be made.
