Discussion:
Matt Smith addressed the Council on behalf of Olsson. Smith stated the Change Order #1 request was largely due to the difficulty of locating the services at one property that had a plastic line.

Discussion on Ordinance 4-2019 Regulation of Vacant Properties
Discussion:
Discussion on a proposed Vacant Property Ordinance was tabled.

Passage of Ordinance 7-2019 Pertaining to CRA Membership
Discussion:
The Council discussed an Ordinance that would amend membership on the Community Redevelopment Authority to two Council members. There was discussion to the benefits of one versus two Council members on committees. After extensive discussion, action was tabled until a later date.

Discussion on Affordable Housing
Discussion:
Brady Weaver then addressed the Council on behalf of Michael Foods, Inc. MFI is looking to partner with Rural Housing 360 to start a cooperative in the community to build new houses on infill lots within the City limits. Weaver stated with the partnership, MFI would contribute $5,000 towards a down payment on the home, as would Rural Housing 360. Weaver said an employee survey indicated a high interest level in participating in the program. Weaver requested the help from the Council in acquiring more property to put the new houses on those lots. Mayor Eaton requested Weaver set up a meeting with the director of Rural Housing 360, Steve Gilbert.

Request for use of City streets and/or Trail for 5k Fundraiser

Discussion:
Rich and Tiffany Lamprecht then addressed the council on behalf of the Dixon County Sheriff's Department. Lamprecht's K-9 dog, Josie, tore her ACL during a training routine. They would like to do a 5-K Fundraiser with a Zombie theme on October 26, 2019 at 4:30 P.M.

Approval of Fire Department Bylaws
Discussion:
Adam Ulrich then addressed the council on behalf of the Volunteer Fire Department requesting approval of the bylaws as previously approved by the Fire Department. Action was tabled for a month until Council members could have time to study the changes.

Set Street Superintendent Certification Public Hearing for October 9, 2019

Discussion:
Administrator Litchfield then addressed the Council on recent changes to the Nebraska Board of Public Roads Classifications and Standards (NBCS). There are two parts to the changes. Municipalities will now pass a resolution confirming compliance with the NBCS program no later than October 31st each year. In December, municipalities will now certify their 1 and 6 Year Street Plans and confirm a Street Superintendent. The intent of the changes by the State are to reduce paperwork and streamline the reporting process.

2020 Sales Tax discussion
Discussion:
The Council then discussed forming a steering committee to promote the extension of Sales Tax in 2020. Mayor Eaton requested the Council think of potential members that could be an asset to the committee and bring suggestions back in October.

Approval of new Pickup purchase
Discussion:
The Council discussed purchase of a new pickup truck to replace a 2006 Ford F250. No action was taken.

Discussion:
Police review committee discussed dog owners that are not in compliance with the City Code. Dogs are required to be licensed with the City by June 30th each year. The committee recommended the Council authorize the citing of owners that have not licensed the dogs for the 2019 calendar year.
