Discussion:
Matt Smith addressed the Council on behalf of Olsson. The final pay request consists of the retainage that had been held back previously. Smith stated Olsson recently mailed a closeout letter to Department of Health and Human Services for final approval.

Discussion on Winter Street Water Project rod installation
Discussion:
Smith then briefly discussed the status on the request by the Council for Rutjens to install the curb stop rods that was previously agreed upon by both parties prior to the original project. Attorney Miner said he had received a call from Rutjens legal team, Woods Aitken, to provide the entire project contract to them for their review. Smith said Olsson could provide an electronic version of the contract to all parties by the end of the current week.

Discussion:
Administrator Litchfield and the council then briefly discussed the changes the Nebraska Board of Public Roads Classifications and Standards made to the annual certification process required from each municipality. Litchfield said the changes have streamlined the validation process for communities and counties.

Discussion:
Jason Ladely then addressed the council on the request to purchase Industrial Tract Lot 5, Block 1 . Ladely is currently renting space from Rose's Transport, and with their continued growth they need the space he is occupying. Because of that, he is looking for space of his own to run his auto repair business out of. The building plan includes a building with four garage bays and he would like to get started this fall if possible.

Discussion on City Council/School Board Task Force
Discussion:
The council briefly discussed forming a task force including members of the Wakefield Community School Board and City Council. Administrator Litchfield will reach out to Superintendent Bejot to facilitate a time the two parties can meet.

Discussion:
Utility Foreman Mogus then addressed the council on the bids that he solicited for a new spreader. He said this purchase would be in lieu of a front end blower in the budget, which he had determined would not be economically feasible on a leased tractor due to the labor costs required to mount and dismount the equipment each spring and fall. Mogus recommended purchasing a spreader from Steffen Truck for $9,786.44, which included the labor to install the equipment.
