Passage of Amendment 1 to Loan Agreement between the City of Wakefield and the Nebraska Department of Environment and Energy

Discussion:
Craig Reinsch, Senior Engineer with Olsson, Inc., was present via Zoom to discuss the funding sources for the new water treatment plant. Currently, the City has been approved for funding with the Nebraska Department of Environment and Energy (NDEE) which needs to be reserved by May 15, 2022. This loan is for $6.5 million with zero-percent interest and 20% forgiveness. Reinsch added that the schedule for the loan states bidding would take place in August 2022 with construction to begin in October 2022. However, there is a possibility of better funding becoming available to the City. If this should happen, and the Council agrees to the new funding sources, the loan with NDEE can be amended as can the schedule. By signing the agreement with NDEE tonight, the $6.5 million will be held for the City.

Council Member Bard introduced Ordinance 8-2022 to change the computation water rates from per thousand gallons usage basis to a per hundred gallon usage basis.

City Clerk/Treasurer six month review
Discussion:
Discussion was held regarding a six-month review of Clerk/Treasurer. The Mayor would like to see the Council members complete the Clerk/Treasurer's evaluation. Eaton will get a copy of the evaluation form the City of Wayne uses. In the future City Administrator Mackling will take care of the City Staff's evaluations. In the meantime, the Mayor encouraged the council to be thinking about possible pay raises and the effects of inflation on the community.
