Update on proposed Fire Hall project (ie funding/grants)
Discussion:
Megan Weaver--Steering committee met a few weeks ago. on getting public informed. Funding opp
Communities facilities loan from USDA Loan 65/grant 35% Rural fire has committed $500K to the project to get it going to get matched grants, etc. Not ready to apply. This is what is available Loan up to 40 years currently 3.25%; Maximum amount has not been clarified. Meeting with USDA next week. Structure only? Will have to ask. More informative to keep us in the loop as far as where they are at. 5 department members; Terry Baker, Harley Greve. Need to touch base with Larry Soderberg. |

Update on Rural Workforce Housing Application and 2017 funds
Discussion:
Monies cannot be used in the way presented to mayor and council so did not apply.
Rural Workforce housing funds for non-profits like Wakefield Progressive. We do have funds; contributed in2017 and administered by Wayne Community housing. We can request funds to change administrators; talked with state Original fund balance was $961K. No monies now; all tied up. New monies not a 1 for 1 match; it's 50 cents to the dollar. If the City puts in $100K, we'd get 200K for $300K for construction and rehab. Did submit a letter of intent via Wakefield March 31st deadline with award at end of May. By fall, we could access the funds and have 24 months to expend them. $300k would go quickly. Not as lucrative. Can be set up to use only for Rehab; not just construction. We can talk about what is our priority. Keep guidelines fairly open for the future when funds begin to return. Don't have to decide tonight, but would by March meeting. A lot of the same information from ollas grand could be used for this application. How to get money back? Who initiates? The City to the Wayne Board of Directors. Could be any administrator for funds but would like Wakefield progressive. Would like more local control. WRDG could hold the funds. Foote owes $285K to that fund; total of approx $500K tied up in the fund already. Chad, Jim, and Megan move forward to get funds moved over? Put on agenda for next month. |

Consider Resolution 2-2023 to provide that Eighth Street from Michener Street to Main Street be designated as one-way from West to East
Discussion:
Tabled until March council meeting.
Mr. Farup thank you for considering it. High number of population driving to school, parking, then walking children to door. Gravel to east of school: lining up; to have a bus come in there is almost undoable. Much enrollment growth. Largest classes are in the elementary so a lot more kids running around. Hope this would be a temporary solution. Our goal is to get off of 8th street with busses and parking, but he can't make that happen any time soon. Having a one way will relieve a lot of congestion. Between Johnson and Main is VERY congested. It's tight...with snow even tighter but has slowed people down. Believes it will alleviate a lot of the stress. They do traffic control. Safer option than what we have now. Weeping Water super had same situation on both sides of his building . They went one way on both sides. Thought it would be a huge issue, but it wasn't, and it helped quite a bit with the congestion. One ways are typically safer. Still things to be figured out: one lane of parking on 8th street? Times should parking be allowed? No long term parking during school hours. Especially bwtn Johnson and Main and NO parking between Highland and Johnson on the North Side. Val: need to go west instead of east? Restriping? Not going to work for busses. At police review: All officers were in favor of making the changes. Would come up with more traffic control. NE section graveling?? And having an exit on the east side. $34K for gravel alone. Do through the end of the year then re-evaluate. Needs to be over communicated for all. Mayor wants this to succeed but several steps need to be taken first before execution. Litchifeld and Chad could talk with bus drivers about signage,etc. At least a month out. Will be pressed to get done by end of school. Anyone talked with those who live on that street? Heather Bruns and Mrs. Carson (Farup) Chad, Jim, and Farup will talk to homeowners. and get info ready for next meeting. |

Discussion:
A lot of things have already been discussed.
#7: sidewalks, underground, one big project? Sales Tax funds. GenPro provide flag and banister mounts. Met with NPPD to provide standard underground electric wiring. Inground boxes for WakeFest for events held downtown. Costs are being worked on. Concrete vs pavers (like Wayne) Should have expenses by next meeting except GenPro because they are not doing them (outlet on a pole and a flag mount). What to do with seven poles. Any day can fall over Temp? Take out and put in a wood pole to get by. Better than an insurance claim or loss of life. Wiring is so bad; may not go through the stress. Need to make decisions. Staffing update: a person reviewing with wife before applying. He's 7.5-8/10. Private business owner Signed up for job fair at Northeast end of February. #16 Sidewalks: Megan and Chad working on this. $150K for sidewalk program. 8th street, 7th, Michener from 3-4th streets. South Main and Winter streets. by apartments. Should know within 2-3 weeks. Andrea is working on it. Will be subcontracted Tear out will have City do the haul out. Any update with Keagles. Called Allen after speaking with Jim and a few other council members and Miners. Code states what it states. Argument from Allen; verified with Mogus and Pretzer that water could be turned off by Nixons. Notified by email, texts, and personal visits. We brought a company in to fix. They would be getting a repair bill; no questions from Keagles. It took about from August to January to argue about the expenses. We haven't heard from Keagles since last month. The City needs to bill Keagles. then if they don't pay that then we can put a lien. Monthly installments? Yes. |
