Jamieson Battistella - Fire and Emergency Services Instructor 1
In late 2024, Jamieson Battistella, a 3-year volunteer member of Waverly Fire Rescue, earned her Fire and Emergency Services Instructor 1 certification from the Nebraska State Fire Marshall Training Division.  32 course hours and additional self-study hours were put into her efforts to successfully complete the class and earn her certification that meets the requirements established by the National Board on Fire Service Professional Qualifications and the International Fire Services Accreditation Congress.  
Prerequisite certifications required - None 
 

Discussion:  Pascoe many in our room today, thank you. provide countless hours serving our community, training late every Monday, working cleaning getting things ready. times of need we thank you for us and our community. they are actively fundraising for a fire box training for. Ryan firebox we always see learn fire bills use as public education why we preach shut your doors. showcase that to public. Drain analysis and soil analysis for drainage of this. giving extra year buffer to get done. same review process all construction documents go through before we approve this subdivision. Per subdivis before 2 year entire plat. ROW st roman included in this plat. AD deeper, will banks be deeper or similar, LP similar to ANP. AS pond HOA? LP yes. trail city. MP city trail easement but on resp of developer, easement on plat, could we locate by survey at any point make sure not being intruded on. DJ what does this all include, SF final plat, MP applies to preliminary plat, shifting St Ronan to the north per request of the city. MP 5 year period allowance, council extend in a vote. SF starts the annexation process so this will be part of city limits. Pascoe comments?

Hired general counsel 3 years ago, go see Wavelry do with property enumerable discussions. lots of options not developed not lack of trying reticent adverse position, consider our site, hope to sell dirt, mine over 200k cu yd dirt. object. lot of work done planning don't want to throw stones, notice first real indication COZ compared to comp planning. Dave Claussen general counsel. 2m sq ft gen comm space. working on proposal done regional engineering usage, think of ugly buildings, that has changed, they are attractive and an amenities to the neighborhood. lack of dirt resources, solved and can do. add jobs, good paying jobs, to wavelry industrial space at a premium. can't find industrial space larger than 10k sq ft. one is 60-70 sq ft, develop. don't want you to think industrial space... not like Garner. one of our concerns, DC did chart, easy to read, LI, GC zoning. we as owner gains and what we lose, light industry that's exactly what we do. if that downzones that's an inverse ... little breathing room. talked to Will and Robert Scott, no reason to rush this. LI, GI fine tuning. my request table for a period of time let us have an opportunity for Waverly what might be. 10 days hit with this. hope rather than vote, tap the brakes what does this really look like, what are your needs. I talked with 3 con stores, 2 hotels, other users, nobody very excited. Casey's no interest coming to town to upgrade facility. Bauer has their yard, leased to ALLO and they will take over. not to sound too negative, tap breaks. Waverly look at this differently a nice-looking industrial building might look. Bauer owner extend N 135 St, severing run back to Hwy 6. agreement with the state Monte bought 20 years ago. middle property. takes time to do that. 
DJ only 10 days into this but you've owned 20 years, RO should have paid attention better, comp plans zones. agree. owner we never got a notice come talk about this. not public-facing work. then scramble what happened here. 
DJ strategy GC try to get some movement and development made, it's been 20 years with no development, 20 more years no development? DJ we haven't seem promises. Monte not for lack of trying. RO all doors open, more have people come do something different. The modern industrial facilities are good looking, right next to residential, not just a tin building. my thinking for Waverly industrial buildings bring people, jobs, some other things. to change the character is difficult. DJ extra time mean? Idea something coming... RO my charge figure out something to do here, worked hard last month got mining permit 70th and Arbor Rd. Pulled up chart site plan industrial building. hate to have you close the door. had more discussions. AS we've had a lot of discussions, surveys public gathering, decided by community members last 2 years. there has been a lot of discussion community. RO difference of changing the comp plan and changing the zoning. that's fair. not contacted, paid more attention. RO we got a notice that was incorrect, had we come to PC meeting. had i been given correct info, comments reflected all items not just one. 
Andrew Cockerill been in works long time prop been there 20+ years highway hides some industrial, HWY cooridoor, waverly needs interstate and east beltway having it zoned that way.

Discussion:  Deputy Brownell standard CFS, if you are tracking, we've had a few calls nothing community-driven, personal. dogs off leashes, dog regulations. important. parks active. softball and baseball serious sport patrolling parks. fun talking to kids meeting families outside community. 

Discussion:  None.

Discussion:  SF Geo tech work cannongate resurfacing make sure sub base road surface is good and how good the asphalt take core samples. AD county? SF a certain is the county's approach and span of bridge but road is ours. they are going to do... part reason county re-doing approached to surface cannongate overpass. bid pricing. overpass town up twice. 

Discussion:  SF for proposed fire station, work get done in meantime of agreement with sub FD, core samples fire station located. test soil makeup soil how well it compacts. behind HS area. stockpile of dirt back there. agreeable use dirt, determine good dirt for compaction, fill in area. need considerable amount fill dirt get out of flood plain

• Scott has finished trimming the trees and brush around Wayne. 
• Toro Mower has been in the shop for 2 weeks now. Have been able to make it work with the seasonal guys adjusting their schedules to cover all mowing with exception of the runoff ditch on the southwest side of Wayne park. The steepness of that ditch makes it impossible to mow with the smaller John Deer mowers. 
• Scott also laid seed on the north side of the pool fence. Has had a great start, Scott is continuing to water the seed. 
• Lawson 3 had electrical work done after the scoreboard electrical was damaged during the snowstorm in March/April. Daktronics came out last Friday and fixed the connections to Lawson field 3 and 4. All scoreboards are in working order. Daktronics also looked at the old scoreboard that fell in a storm a while ago. Said that the connections all look good but would not know if it would work for field 5 unless we set it up. May consider setting this up in august after the baseball season is completely over and can test it, just do not want to get it set up and give false hope to teams for Field 5 right now.

• Blast ball and Tee ball games started 5/5 
• The pool is filled, and chemicals were delivered and filled Monday. Angela has been running trainings and cleanings with lifeguards in preparation for the season. 
• Working through umpires still, have all of Softball finished, working through baseball. 
• Adult Softball Registration will be up on RecDesk by the end of next week. 

AP new this year first session scrapped 9am session too cold swim lessons. started 5pm swim lesson new this year. Clayton still looking for umpires, if anyone looking for money. 

Discussion:  Council Member Delahoyde reported 

1. Excavated dirt and debris from the Canongate Road ditch from Kenilworth Street to Oldfield Street.
2. Reprogrammed pass codes at city office and shop for new employees.
3. Worked on installing the new Dissolved Oxygen and ORP probes at the WWTP. We are awaiting a few items that have not shipped.
4. Met with JEO Engineering and K2 about some minor changes K2 was proposing on Oak Lane.
5. A private Sewer line repair occurred on West Oak Lane Circle which involved excavating out in the street.
6. Sent out the ADA sidewalk ramp bid package to Nine concrete contractors. Bids will be due at the end of the month.
7. Replaced the culvert on N 137^th Street at Oldfield Street.
8. Repaired the yard hydrant that was leaking in Lawson Park.
9. The Well house reroofing project was completed last week with switching from asphalt shingles to metal roofing.
10. Well # 5 variable frequency drive has been installed allowing us to slow down or speed up the well.  We slowed it down since it was pumping within a few inches of the pump due to the lack of rainfall and the static levels continuing to drop.
11. Repaired the degritter station at the WWTP, as it was jammed with debris.
12. The Danvers water main replacement project is at 90% complete with backfilling,  sprinkler repairs, and seeding remaining.
13. The Oak Lane water main project has not started, other than hydro-excavating, and the pipe has arrived sitting on N 146^th street.

Discussion:  Council Member Nielson reported waverly economic dev met Monday mission statement goals, funding,  meet next month/week? CRA area-wide TIF funds. 
 

Discussion:  City Administrator Fisher reported waverly ridge has 98% sewer and water mains, 75-85% box culverts, 2 complete, streets and storm sewer next. moving fast. MP can sell the lots but don't issue permits until streets. SF communications tower vertical bridge. notification healthcare for employees, 18% increase, looking at other opportunities, something to present to council next meeting. DN Danvers done. AD 90% done, SF all finish work.
