VI.A.3. Consider, discuss, and take action to approve first reading on new and amended board policies
Rationale:
This update includes three new policies and four revisions of existing policy. Actions described on NDE’s Launch Nebraska webpage are recommendations or suggestions, not mandates. Thus, Policy 105.00 Return to School Committee is optional, and if adopted, the word "required" in paragraph one should be replaced with the word "recommended." New Policies: Policy 105.00 Return to School Committee meets a requirement described on NDE’s new Launch Nebraska webpage at https://www.launchne.com/. This committee has been mandated to help districts cope with the very broad range of decisions and actions that will need to be taken in the near future to deal with Covid-19 and any other related emergencies. However, actions described on NDE’s Launch Nebraska webpage are now listed as recommendations or suggestions, not mandates. Thus, Policy 105.00 Return to School Committee is optional, and if adopted, the word "required" in paragraph one will be replaced with the word "recommended." Policy 205.08 Board Policy and Temporary Waivers is added to formalize the fact that for the immediate future there may by several temporary waivers of existing NDE Rules and Regulations to deal with the Covid-19 disruptions. Policy 607.10 Classroom Environment is added to handle a fairly new concern created by the manufacture and marketing of essential oils which some students and staff may be highly allergic to and which would disrupt the educational environment. It wouldn’t be surprising to see more products or items of classroom disruption, as yet unimagined, added to this language in the future. Revised Policies: Three policies have been revised to deal with disruptions caused by the presence of personal security products in the schools such as mace and tasers. Not surprisingly, these can be misused or purposely taken from the possession of students or staff and used to disrupt school or injure others. Policy 504.11 Weapons, Policy 504.16 Searches and Seizures, and Policy 801.04 Bus Safety Program are being revised to include the prohibition of these devices without specific permission of the building principal and storage during school hours in a secure location. Policy 508.15 Concussion Awareness is being revised due to occasional hesitation on the part of students, parents or guardians to be forthcoming about a student’s concussion. It places a higher expectation on parents and guardians to notify the school of such injuries and flatly requires the student to make such notification, which implies appropriate punishment to students for lack of doing so. I have also included for your use or reminder three useful tools created by NDE for concussion monitoring and treatment:
Policy 502.02 Nonresident Students with the sixth paragraph underlined simply for your review. This is NOT a revised policy, but NDE is taking a closer look at the criteria districts have put in place for making decisions to accept or reject option enrollments. If you have such criteria in place, please review them, and re-adopt them if they will be kept. More things are coming later this summer with new Title IX regulations for sexual harassment having been greatly revised, more changes probably coming from NDE due to Covid-19 for the upcoming year, and a special session of the Legislature still to be held.

Page: 14: Add section on community service to reflect the current practice at SMS. Community Service Schuyler Middle School recognizes the importance of community service by our students. Schuyler Middle School has a standing practice of asking students to perform community service by working/helping a non-profit organization or helping work at a community function within the Schuyler Community Schools district. Students are asked to complete 20 hours of community service between the beginning of their 6th grade year and the end of their 8th grade year in order to receive their 8th grade graduation certificate and in order to earn incentive day. Forms for reporting community service hours can be picked up in the SMS office and returned for the office staff to track the accumulation of hours. Page: 27: Add highlighted words to reflect changes in SMS dress code. "Shorts, skirts, or athletic shorts that do not reach mid-thigh (above fingertip length) or longer or pants that contain holes above the knee."
On a first offense of the dress code, the student may call home for proper apparel or appropriate apparel may be provided by the office and returned at the end of the school day. Students will not be allowed to leave campus to change clothes. Continual violations of the dress code will result in more stringent disciplinary actions, up to expulsion. Further, in the event the dress code violation is determined to also violate other student conduct rules (e.g., public indecency, insubordination, expression of profanity, and the like), a first offense of the dress code may result in more stringent discipline, up to expulsion.Page: 35: Added Highlighted items to specific rule items to provide clarity on SMS gum/candy policy. 1. Candy, gum, and other food items are only allowed in classrooms by permission of the classroom teacher.

High School Recommended Handbook Changes: Page 9--SCHS Regular Schedule PERIOD 1 8:05 am - 8:54 am PERIOD 5 /Lunch 11:30 pm - 1:11 pm PERIOD 2 8:57 am - 9:46 am PERIOD 6 1: 14 pm - 2:03 pm Focus-- Omit is a 30-minute block of time between first and second hour, on our regular school days. Page 19--Remove tardiness section and replace with "Schuyler Central High School has implemented a time-for-time tardy recovery procedure. This procedure states that all tardy time must be made up with the content teacher, Focus teacher, or other staff member that has been assigned by the attendance coordinator by the end of the quarter. Students are to be in their assigned classroom when the bell rings, present a pass from the office or previous teacher, or they will be classified as tardy. Parents will receive automated calls for all tardies to notify when a student is tardy to school or class. After the student has accumulated 60 minutes of tardy time, the student will be assigned to zero or ninth hour intervention for remedial instruction. Students who have not attended intervention will be referred to the counselors and placed on a discipline step." Page 20-- Section lose should be changed to Loss (3 times) and omit "and tardies (4 tardies equal one hour) Pg. 20--STEP Program. Any conduct that is deemed as disruptive to school and classrooms, will result in that student being placed on the Disciplinary STEP Program. Once teachers have counseled a student individually and provided at least one retraining session after school you may choose to proceed to the following step program. The STEP Program is implemented as such...Step 1 Refer the student to the office, where they are coached up by a Counselor. These students need to negotiate their way back into the teacher’s classroom. (The last 5 minutes of class the teacher finds coverage for their class and meets the student in the office to discuss a plan to return to class.) The student makes up the class time missed after school that day to get the instruction missed. Parents are contacted and the incident is documented by the teacher in IC as a Behavior Referral. Step 2 Parent/Guardian notified by Teacher and a parent meeting with the counselor and administration is set up to discuss behavior and consequences. Students remain suspended from the class until a plan is made as a results of the meeting. Step 6 Parent/Guardian notified that they will be serving OSS. Incident is documented in IC. Step 7 Parent/Guardian and administration discuss alternative strategies to include alternative education, alternative placement and the possibility of expulsion. Page 36 Remove- Consequences associated with the Guidance Center - 1st Time Document on I.C by the teacher - 2nd Time Document on I.C. by the teacher. - Student must call home with the teacher present to let parent/guardian know the situation. - 3rd Time Document on I.C. by a counselor. Meeting set up between the student, teacher, and parent/guardian within 24-hours. - 4th Time Saturday School and/or further disciplinary action. Administration will write a letter to the County Attorney. Any student failing one or two classes is considered in warning status. Any student failing two three classes when the report is published is considered to be demonstrating less than acceptable academic performance and will forfeit all public representation of Schuyler Central High School until the student is no longer failing two three or more classes on the weekly failing grade report.
This still requires students to be passing 6 classes to be eligible just as last year required and it is directly in line with what our policy was when students took 4 classes and had to be passing at least 3.

Rationale:
The State of Nebraska does an annual review of lunch prices and costs associated with our food program. According to the guidelines, if you are operating in the black, you do not have to increase prices. If you are in the red, breakfast prices can only increase 5 cents, and lunch prices can only increase 10 cents. We recommend leaving our breakfast and lunch prices the same for the 2020-21 school year.
