Rationale:
Communication Effort Respect Responsibility Belief One Good Thing! 5 Minutes of FAME: APL Weekly Focus: Carol Reha: COVID Report 1/4/2021 The DHM for the State and Colfax county changed to Blue on December 24th. SCS continues to operate in Orange. The only change for Youth and JH athletics is with the spectator venue limits. High School activities are required to follow a more restrictive protocol established by the NSAA. Carol informed me there was no change over the weekend that she was aware of. 1. Early Retirement Eligibility: In December, I sent the updated list of eligible teachers for the early retirement program. Penny will follow up with those teachers on the list who have expressed interest in applying. Because this is a new policy, I am not sure the board will honor partial applications, but, teachers partially meeting the requirements may still apply. 2. School Safety/Security Assessment Report: School Security Services has completed their onsite review and will return to work with building administrators on review of "shelter in place" due to the recent construction at our buildings. In addition, we (10 representatives) will be involved in a attending a zoom two-day workshop (March 16th & 17th) hosted by NDE (FEMA: High Quality Emergency Operations Plan). In addition to 6 school members we must include (Emergency Manager, County Sheriff, Chief of Police, Fire Chief) in this training. We will be updating our plan to match all the requirements of the FEMA Plan. 3. 2021-22 Teacher/Program Needs: Staffing/program changes for 2021-22 will need to be completed and submitted to me by February 1st. Please focus on your current teacher needs at this time. We will address support staff needs by March 1st. 4. Special Education: There has been some misunderstanding in our district about special education services provided to non-identified students. After much review, I understand the confusion about "early intervening" services provided by special education staff to non-verified students. Schuyler Community Schools receives IDEA Part B Funds, but does not receive IDEA Coordinated Early Intervening Services (CEIS) Grant Funds, designated for early intervening services for non-verified students. Rule 51 is clear about limiting services to students with a verified disability. The only mention of allowable services to non-verified students is through "incidental inclusion" for the sole benefit of the special education student. I have attached several documents to help you understand this limitation in your building. If I can get approval, in writing) from NDE to expand these services, I will let you know. 5. 2021 STRAT Plan Update: Discussion on recommended updates and draft of 2021 strategic plan.
