Public Comment Sign In Procedure - Anyone wishing to address the Board of Education must submit a written request form, found on the public’s table, prior to Public Comments.

The Board reserves the right to move into closed session to protect the public interest or needless injury to the reputation of an individual for any action item listed on the agenda. The Board may, at its discretion, change the order of the agenda to accommodate unforeseen issues related to an agenda item.

Rationale: 

The Ralston Board of Education appreciates the public's right to provide public comment.  It is the practice of the Ralston Board to listen to the public comment, without discussion between the public and the Board.  Should you have a question or ask for follow-up from the Board, the Board President will direct the Superintendent to address the requests and provide additional information to you as appropriate.  We ask that you refrain from personal comments about individuals and the use of vulgar or inappropriate language in addressing the Board. 

At this time the Ralston Public Schools Board of Education will entertain public comment.

Consent agenda items include minutes from the February 25 meeting; February Financial Reports, February bills in the amount of $610,111.41 for the General Fund, and $26,777.00 for the Depreciation Fund. Prior to the meeting Mike Overkamp and Liz Kumru reviewed the bills.  Resignations from Katie Lutz, Elementary ELL; Miranda Watson, WW 6th.

Rationale:  Dr. Adler and Mr. Brad Black will review the District HumanEX results with the Board of Education as well as discuss the HumanEX Programs used across the Ralston Public Schools.

AdvancEd Standard 3.2 The system's professional learning structure and expectations promote collaboration and collegiality to improve learner performance and organizational effectiveness.  Policy 4032 Professional Growth.

Rationale:  Ms. Melissa Stolley will provide a program overview of the the Student Services available within the Ralston Public Schools.

AdvancEd Standard 2.7 Instruction is monitored and adjusted to meet individual learners' needs and the system's learning expectations.  Board Policy 6010, Special Education. Board Policy 6021 District Criteria for Selecting Evaluators to be Used for Special Education Evaluation and Verification and Independent Educational Evaluations. Board Policy 6048 Guidance Program.

Dr. Adler and Mrs. Richards will update the Board regarding Legislative issues.

Rationale:  Dr. Jay Irwin will update the Board of Education on items and information that is under consideration with the Nebraska Association of School Boards.

Rationale:  Over the last year, Dr. Adler and his team have been working on a new Superintendent Evaluation System that better aligns with the Teacher Evaluation System that is based upon Charlotte Danielson's Framework for Teaching.  The attached document is the final draft of the proposed system.  This instrument has been reviewed by the Board of Education on February 25, 2019.  The administration asks for the Board of Education to approve this document before being sent to NDE for approval.  Once all of those checks and balances are in place this will become the Superintendent Evaluation System to be used for the 2019/2020 school year.

AdvancEd Standard 3.4 The system attracts and retains qualified personnel who support the system's purpose and direction.  Policy 4025 Superintendent. Policy 4057 Superintendent Evaluation.

Rationale:  Approval is sought for the Wide Area Network contract presented at the previous meeting.  Approval is needed due to the cost figure associated with this contract.

AdvancEd Standard 3.8 The system allocates human, material, and fiscal resources in alignment with the system's identified needs and priorities to improve student performance and organizational effectiveness.  Board Policy 3004, General Purchasing and Procurement

Rationale:  Approval is sought for the contract to replace several network switches at RHS.  These switches will provide for redundancy as well as reduce one of the network bottlenecks that exist at RPS.  Majority of funding to be paid through E-rate.

The Board and Administration will review proposed policies.

Rationale:  The administration would ask the Board of Education to approve Policy 4054--Reporting Child Abuse or Neglect.  This policy we reviewed and discussed at the February 25, 2019 meeting of the Board of Education.
