Public Comment Sign In Procedure - Anyone wishing to address the Board of Education must submit a written request form, found on the public’s table, prior to Public Comments.

The Board reserves the right to move into closed session to protect the public interest or needless injury to the reputation of an individual for any action item listed on the agenda. The Board may, at its discretion, change the order of the agenda to accommodate unforeseen issues related to an agenda item.

Rationale: 

The Ralston Board of Education appreciates the public's right to provide public comment.  It is the practice of the Ralston Board to listen to the public comment, without discussion between the public and the Board.  Should you have a question or ask for follow-up from the Board, the Board President will direct the Superintendent to address the requests and provide additional information to you as appropriate.  We ask that you refrain from personal comments about individuals and the use of vulgar or inappropriate language in addressing the Board. 

The board will generally allow a total of 30 minutes for the presentation of all public comments.  Individuals may only speak one time per topic and must limit comments to around three (3) minutes. In the event more than 10 individuals wish to address the board, the 30 minutes will be divided equally between the number of speakers. At the discretion of the Board President or Chair, speakers may be allotted additional time.

At this time the Ralston Public Schools Board of Education will entertain public comment.

Rationale:  Mrs. Johnson, Mrs. Richards, and members of the Board of Education will discuss a practice learned about at National Board of Education Conference.  The program outlines the opportunity to include a student advisor to the Board of Education.

Rationale:  Dr. Cecilia Wilken will update the Board of Education on the progress and implementation of requirements to meet the Nebraska Reading Improvement Act.  Policy 6036 Reading Instruction and Intervention Services will be reviewed.

Standard 3.1 The system plans and delivers professional learning to improve the learning environment, learner achievement, and the system's effectiveness.  Policy 6036 Reading Instruction and Intervention Services.

Rationale:  Dr. Cecilia Wilken and Dr. Tiffanie Welte will share recent student academic performance data with the Board of Education.

Standard 2.12 The system implements a process to continuously assess its programs and organizational conditions to improve student learning.  Policy 6049 Use and Dissemination of Test Results. 

Rationale:  Federal regulations require annual analysis of school lunch prices for organizations that participate in the Federal school lunch program.  Mr. Buckingham will outline current school lunch prices and options to consider in increasing the 2019/2020 school lunch prices to meet Federal regulations.  The administration would ask that the Board of Education approve school lunch prices for the 2019/2020 school year at the July 8th Meeting of the Board of Education.

Dr. Adler and Mrs. Richards will update the Board regarding Legislative issues.

Rationale:  Dr. Jay Irwin will update the Board of Education on items and information that is under consideration with the Nebraska Association of School Boards.

Rationale:  The Greater Omaha Attendance and Learning Services Center (GOALS Center) is the agency developed through an interlocal agreement to provide services and execute the Superintendents Plan to Improve Student Attendance in Douglas and Sarpy Counties as outlined by Nebraska Law.  The last GOALS Center interlocal agreement was approved by the Ralston Public Schools Board of Education on July 28, 2014.  The proposed agreement will cover the 2019-2021.  Dr. Adler will outline the proposed changes to the 2019-2021 GOALS Center interlocal agreement and answer any questions the Board may have.  The administration would ask that the agreement be approved at the June 24, 2019 meeting of the Board of Education.

Standard 2.1 Learners have equitable opportunities to develop skills and achieve the content and learning priorities established by the system.  Policy 5001 Compulsory Attendance and Excessive Absenteeism. 

Rationale:  Dr. Rupprecht and members of the Sign Language Interpreters have been negotiating the 2019/2020 SLI employment contract.  Dr. Rupprecht will outline the details of the contract for the Board of Education.  The administration asks that the Board of Education approve the 2019/2020 SLI Contract as presented at the June 24th meeting.

Standard 3.7 The system demonstrates strategic resource management that includes long-range planning and use of resources in support of the system's purpose and direction.  Policy 4063 Negotiations Goals and Objectives.

The Board and Administration will review proposed policies.

Rationale:  Dr. Adler and members of the Administration will outline suggested student handbook changes for 2019/2020 Elementary, Middle, and High School student handbooks.  All suggested handbook changes are in redline format and an overview document of changes is also provided for review.  The administration would ask that the Board of Education consider approval of the 2019/2020 Student Handbooks for Elementary, Middle, and High School at the July 8th Meeting of the Board of Education.
