5. Conflict of Interest Waivers
Background:
Board members and school administrators/officials need to request a conflict of interest waiver before participating in or voting upon a decision concerning an application in which that member has a direct personal or financial interest.

Background:
Board member, Sandy Cass has submitted a conflict of interest waiver as her daughter EmmaLeigh will be substitute teaching for the Meade School District.

6. Open Forum
Background:
Open Forum is an opportunity for patrons to share their thoughts and concerns. The school board will listen, but no discussion takes place and there will not be board action. Board members may ask clarifying questions. The protocol established for open forum is to provide a time limit of three minutes to share concerns. If a patron would like to have a two-way discussion, they are encouraged to schedule a meeting with the superintendent.

7. Recognitions
|
7.a. The Character Education word of the month for June is “Work Ethic,” which involves perseverance, persistence, diligence, achievement, determination, and industriousness.

7.b. SBHS Spring Honor Roll Students
Background:
Congratulations to the second semester Merit and High Honor Roll students for your hard work and dedication to your high school academics!
|
7.c. Perfect Attendance Bike Give-Away Winners
Background:
Students from Sturgis Elementary, Piedmont Valley Elementary and Stagebarn Middle School received perfect attendance or under ten (10) absences for the entire 2022-23 school year and were recognized! Bicycles were donated by a community group to encourage attendance.

7.d. SBHS Track & Field Place at State
Background:
The track and field team competed at the state track meet on May 25th through May 27th in Sioux Falls. Both the boys and girls teams had several individuals and relay teams place in the top 8.

7.e. Special Recognition to Aiden Hedderman
Background:
Congratulations to Aiden Hedderman for his impressive state track meet performances. Aiden successfully defended his state championship 110 hurdles title and also finished 4th in the 300 hurdles and placed 5th in the pole vault.

7.f. SBHS Girls Golf Team
Background:
SBHS Lillian Heisinger (10th gr.) shot 88 on the first day and 86 on the second day to place 34th in the individual portion at the State Golf Tournament held in Pierre on June 5th and 6th.

7.g. SBHS Head Boys Basketball Coach
Background:
Congratulations to Dan Skinner for being selected as the new SBHS head boys basketball coach. Skinner joined the Scooper boys basketball coaching staff in 2021 where he served as the "C" team coach.

Background:

8.b. Budget Hearing
Background:
We are required by law to hold a public hearing on our proposed budget. A presentation of the budget will be given during the first portion of the hearing and then we can open it up for comments and/or questions.
We will need to move this item up or down in the agenda as this is publicized to begin at 6:00 p.m.

9.b. Amend FY23 Capital Outlay Budget
Background:
Business Manager, Brett Burditt is requesting the Board amend the FY23 budget in Fund 21 by $42,000.00 to drain, flush, and replace the glycol in the PVE heating system. The existing water needs to be replaced so it does not contaminate or compromise the new addition. This was brought to the Buildings and Grounds Committee by Mr. Battles verifying pricing and availability of contractors to complete. Attached is a proposal from Krohmer Plumbing for Board review.

9.c. SBHS Cafeteria Project - Budget Amendment
Background:
Business Manager, Brett Burditt is requesting approval from the Board to amend the budget in Fund 42, the SBHS Cafeteria Project, by $250,000.00 for expenses incurred in June 2023.

9.d. Rasmussen Mechanical Service Agreement
Background:
Business Manager, Brett Burditt, is requesting the Board to approve the service agreement with Rasmussen Mechanical to replace the existing radiant heaters in the Williams Administrative Building and install new heaters. The cost of this project, $45,070.00 will be added to the FY24 capital outlay budget through a budget amendment in September. These units will be replaced when the existing boiler system is upgraded, but due to difficulties in maintaining the heaters, we are recommending this phase be completed this summer. This was presented to the buildings and grounds committee with recommendation for approval.

9.e. Stagebarn MS Haying Agreement
Background:
Business Manager, Brett Burditt is requesting the Board to accept the haying agreement with Daniel Woodring on 6.5 acres at Stagebarn MS. Mr. Woodring did the work last summer and has agreed $35/ton for hay that is produced on the acreage.

9.f. Behavior Management System MOUs
Background:
Meade School District has worked in collaboration with Behavior Management Systems, Inc. to provide services. BMS’s Family Pathways program is a fee-for-service program which is paid by the families utilizing the services. The MOU outlines the terms of the agreements for those services at Piedmont Valley Elementary.

Background:
Mr. Wormstadt is requesting the Board approve the Handle with Care MOU between the Meade School District and the Lawrence County Sheriff's Department.

9.h. Approve Virtual Learning Guidelines and Learning Agreement
Background:
The recommended Learning Guidelines and Learning Agreement have been updated and will need the Board's approval for students that consider participating in the program through Edgenuity. We may consider other suitable options, but our primary source for online will be Edgenuity.

9.i. 2023-24 Back-to-School Plan Revisions
Background:
Public schools in South Dakota are required to review and renew their Back-School-Plans every six months. Schools receive ESSER funding for purposes of COVID recovery. Plan renewal is a requirement for receipt of these funds.
This plan has been thinned to essentials. We are waiting for any additional changes that we may make since the Public Health Emergency (PHE) has ended in May.

10. Discussion Items

10.a. Recognition of Meade School District Registered Voters
Background:
Because there was no election this year, the district is required to report the number of registered voters in the district. There are 15,247 registered voters in Meade and Lawrence counties.

10.b. 2024-25 Rural Calendar
Background:
The rural schools follow a four-day school week. The district is recommending the following rural calendar for the 2024-25 school year. The calendar reflects reduction of one student day and changed to a teacher work day.

10.c. Dance and Competitive Cheer
Background:
Currently, the district has two students interested in dance for the 2023-24 school year.
There are 24 girls total in cheer, 21 in competition cheer and 14 in sideline cheer (11 are the same as competition). With the increased stunting in competition and sideline cheer, I recommend the following:

10.d. Bus Route Change Requests
Background:
The district has received several bus route change requests for the upcoming 2023-24 school year. Harlow's and the Transportation Committee will need to set a date & time to review the requests for recommendations to go to the Board in August.
Mr. Wormstadt suggests the committee meet on Monday, June 26th at 1:30 p.m. prior to the Buildings and Grounds Committee meeting scheduled at 3:00 p.m., which is followed by the Policy Committee meeting at 4:30 p.m. The Transportation Committee consists of Koontz, Good, Odegaard, and Urbaniak. |
