Discussion:
Mayor Eickmeier announced that a copy of the Agenda for this meeting is posted on the north wall of the Municipal Building and copies are available on the north wall where a copy of the Open Meetings Act is also posted for public inspection. He also noted that any citizen wishing to address the Council should come to the podium, state their name and address and limit their comments to five minutes. All remarks should be directed to the Mayor/Chairperson, who will then determine who will make any appropriate response. The City of Seward reserves the right to adjust the order of items on this agenda if necessary and may elect to take action on any of the items listed.

Rationale:
This is an Open Meeting of the Seward Nebraska Governing Body. The City of Seward abides by the Nebraska Open Meetings Act in conducting business. A copy of the Nebraska Open Meetings Act is displayed on the north wall of this meeting room facility as required. Disclosure of meeting recording processes is posted in the Meeting Room. A participant sign-in sheet is available for use by any Citizen addressing the Council. Presenters shall approach the podium, state their name & address for the Clerk’s record and are asked to limit remarks to five minutes. All remarks shall be directed to the Mayor who shall determine by whom any appropriate response shall be made. The City has received a request for use of Plum Creek Park for a free community event on Sunday, June 5th from 4-6 PM. Since this is a City-owned property, the requestor is asking for permission to utilize the grounds for this event, which will require no expenditure of funds from the City.

As has been done in previous years, the Seward Foundation considers applications in both the spring and fall. During Spring 2022--one application--for the 'Illuminate Seward' project, is being considered for funding in the amount of $7,050.00. The item is requesting Council review and consideration of approval of the application, which will then be considered at the Foundation's next meeting in early June.

3. Consideration of a Request from Bottle Rocket Brewing, LLC to Extend the Job Creation Loan Requirements Related to their Community Development Block Grant (CDBG) - Economic Development Loan Fund (EDLF) Award - City Administrator Butcher

Discussion:
Resolution 2020-9, approved February 18, 2020, approved $127,000 in CDBG-EDLF funding for Bottle Rocket Brewing, LLC. Due to difficulties related to hiring and COVID, the owners are requesting an extension of the job creation element of the loan to be extended to April 13, 2024. The loan repayment amount and repayment schedule remains unchanged and the conditions are expected to be met. The Seward CDBG-RLF Committee recommended approval of this extension request at their most recent meeting.

4. Update on the Wellness Center, Following May 10th Ballot - City Administrator Butcher

Discussion:
The ballot question proposing an increase of 0.5% to the City of Seward Sales and Use Tax was presented at the May 10, 2022 Primary Election. The Official results were 1,172 voters 'for' and 893 'against'; therefore, the ballot question has passed. City Administrator will discuss the next steps in the process following the approval of this sales and use tax as it relates to the timeline of constructing the Wellness Center.

5. Award Community Development Block Grant (CDBG) Downtown Revitalization Program (21DTR011) Forgivable Loans - City Administrator Butcher

Discussion:
The next phase of the CDBG-DTR funds (21DTR011) was awarded to the City of Seward in early 2022 to be distributed to downtown business applicants. Following the revision of the program guidelines, the application due date was April 15, 2022 at 10 AM with a total of 17 applications received. The following applications were approved by the LB840/DTR Committee and have completed the Site Specific Tier II Environmental Evaluation by Kelly Gentrup (SENDD) our CDBG Certified Administrator. These applications were timely filed within the first come-first serve $400,000 initial funding threshold.

Discussion:
The City of Seward, in coordination with Jonathan Jank of SCCDP, has submitted a successful application for the NPPD Site Readiness Assistance Program. The City has been awarded a $3,000 grant to perform an updated environmental review of the Seward Rail Campus site. The funding will require a full match of $3,000; therefore, the request is for the Council to officially accept or decline the funding as well as provide the cost match from the general fund.

8. Consideration of an Agreement with B' Sweet Freeze to Operate a Concession Stand at the Dowding Municipal Pool - City Administrator Butcher
