Discussion:
Mayor Eickmeier announced that a copy of the Agenda for this meeting is posted on the north wall of the Municipal Building and copies are available on the north wall where a copy of the Open Meetings Act is also posted for public inspection. He also noted that any citizen wishing to address the Council should come to the podium, state their name and address and limit their comments to five minutes. All remarks should be directed to the Mayor/Chairperson, who will then determine who will make any appropriate response. The City of Seward reserves the right to adjust the order of items on this agenda if necessary and may elect to take action on any of the items listed.

Rationale:
This is an Open Meeting of the Seward Nebraska Governing Body. The City of Seward abides by the Nebraska Open Meetings Act in conducting business. A copy of the Nebraska Open Meetings Act is displayed on the north wall of this meeting room facility as required. Disclosure of meeting recording processes is posted in the Meeting Room. A participant sign-in sheet is available for use by any Citizen addressing the Council. Presenters shall approach the podium, state their name & address for the Clerk’s record and are asked to limit remarks to five minutes. All remarks shall be directed to the Mayor who shall determine by whom any appropriate response shall be made. Discussion:
Seward County E911 Director Conradt will be on hand to discuss the proposed FY 2022-2023 budget and allow for Council question and consideration. The City of Seward contracts with Seward County to provide this service to local residents.

2. Consideration of an Agreement with One Billing Solutions to Provide Billing and Collection Services for Rescue Squad and Ambulance Services for the Seward Volunteer Fire Department - Fire Chief Kimsey

Recent changes within the Fire Department now includes the internal approval to bill insurance companies Medicaid/Medicare/individuals for rescue squad and ambulance services for calls answered from the Seward Volunteer Fire Department. For consideration are the billing services and business associate agreement from One Billing Solutions to formally implement this change. Fire Chief Kimsey and Assistant Chief Brumm will be present to answer any questions regarding this change.

3. Update on Process for Request for Proposals/Request for Qualifications to Acquire Financial and Compliance Audit Services - City Administrator Butcher

Discussion:
As a result of the March 29, 2017 Request of Proposals for Audit Services, the firm of AMGL, P.C. was selected for a 5-year contract. The contract for auditing services expired on September 30, 2021; therefore, the Council will need to consider the path moving forward. As per Finance Director Wolf's recommendation--and of the Personnel, Finance and Audit Committee--it is the desire that the City execute a new agreement with AMGL, P.C. to continue these services. Attached is a proposal submitted from AMGL, P.C. to renew the agreement.

The next phase of the CDBG-DTR funds (21DTR011) was awarded to the City of Seward in early 2022 to be distributed to downtown business applicants. Following the revision of the program guidelines, the application due date was April 15, 2022 at 10 AM with a total of 17 applications received. The following applications were approved by the LB840/DTR Committee and have completed the Site Specific Tier II Environmental Evaluation by Kelly Gentrup (SENDD) our CDBG Certified Administrator. These applications were timely filed within the first come-first serve $400,000 initial funding threshold.

6. Amendments to the Employee Handbook Dated November 15, 2016 - City Clerk Bargmann

Discussion:
City Administration is comprehensively reviewing the employee personnel handbook dated November 15, 2016. Revision to section 1 was approved by Council on February 1, 2022. For review and consideration are sections 2 & 3 of the current handbook. The Personnel, Finance and Audit Committee reviewed and recommended these revisions at their June 7th meeting. Additionally, the City's Department Heads were provided time to review and comment on the proposed changes, to which no change was suggested.
