Discussion:
Mayor Eickmeier announced that a copy of the Agenda for this meeting is posted on the north wall of the Municipal Building and copies are available on the north wall where a copy of the Open Meetings Act is also posted for public inspection. He also noted that any citizen wishing to address the Council should come to the podium, state their name and address and limit their comments to five minutes. All remarks should be directed to the Mayor/Chairperson, who will then determine who will make any appropriate response. The City of Seward reserves the right to adjust the order of items on this agenda if necessary and may elect to take action on any of the items listed.

Rationale:
This is an Open Meeting of the Seward Nebraska Governing Body. The City of Seward abides by the Nebraska Open Meetings Act in conducting business. A copy of the Nebraska Open Meetings Act is displayed on the north wall of this meeting room facility as required. Disclosure of meeting recording processes is posted in the Meeting Room. A participant sign-in sheet is available for use by any Citizen addressing the Council. Presenters shall approach the podium, state their name & address for the Clerk’s record and are asked to limit remarks to five minutes. All remarks shall be directed to the Mayor who shall determine by whom any appropriate response shall be made. As in past years, the Seward Foundation will consider applications during a spring and fall cycle. Two applications have been submitted for the spring 2023 cycle. Pat Coldiron and Becky Baker will be present to provide an overview and answer any questions related to their application. If approved, the application will be forward to the Seward Foundation for consideration.

2. Consideration of Recommendation to Award the Following Three Firms for Items related to the South Water Tower Construction Project - City Engineer Oneby

Discussion:
At the February 21st City Council meeting, Council approved the re-bid documents for the Water Tower Construction project and authorized the City to advertise for bid. The project was split into three components: demolition of the existing tower, utilities/site work, and construction of the new tower. One bidder was received for each component prior to the bid close on March 29th. After review by the City Engineer and Professional Engineer from Olsson, it is recommended to award the lone bidder for each component as included.

4. Consideration of an Agreement with the Nebraska Municipal Power Pool (NMPP) to Perform a Financial Plan, Cost of Service and Rate Design Study Related to City Utility Services - City Administrator Butcher

City Administration is proposing an agreement with the Nebraska Municipal Power Pool (NMPP) to conduct a utilities rate study to examine the City's current and future financial prospects. The deliverables will be a pro-forma indicating the City's position, an executive summary to recommend actions to enhance performance, and draft ordinance(s) for consideration to implement said actions. The findings and any recommended actions will be presented to the Council at a later date.

5. Consideration of a Professional Services Agreement with Clark & Enersen for Phase 1 Conceptual Facility Master Plan for the Civic Center Renovation Project - City Administrator Butcher

Discussion:
At their March 27th regular meeting, the Civic Center Commission approved the recommendation of the attached proposal from Clark & Enersen to compile a facilities master plan. With an updated facilities plan, the Civic Center renovation project will then be able to move to the construction phase. With approval, the City will execute the attached contract.

6. Update on the Wellness Center - City Administrator Butcher

Discussion:
City Administrator Butcher will provide an update on the progress of the Seward Wellness Center project. Interviews for the Executive Director will occur in the coming days. The team continues to review the design plan of the facilities as well as platting to occur. Many items are expected in May.

1. Discussion and Consideration of the Current Commercial Burn Site Fees - Councilmember Singleton

Discussion:
As requested by Councilmember Singleton at the February 7th Council meeting, City Administrator Butcher will provide findings from a survey conducted on similar communities with burn sites. For consideration will be possible action regarding commercial burn site fees and/or policies for allowance of their continued use of the burn site. A handout will be provided to Council members at the meeting.
