3.l. Resolution Number 7375 executing the Letter Agreement extending the Interlocal Cooperation Act Agreement between the City and the County of Gage, Nebraska, for the purpose of providing ambulance services in certain areas of Gage County, Nebraska through to June 30, 2025.

4.a. Public Hearing concerning an application to the Nebraska Department of Economic Development for a Community Development Block Grant (CDBG) for community/economic development activities for street improvements.

Discussion:
public works grant. last grant was 2nd STreet, Grant to Ella. HUD recently adjusted LMI - 51% now qualifies us for public works grant. requesting $480,000 $435,000 to street project. street projects throughout the community. mill & overlay projects in FY25 & Fy26 - list streets, they will include the ADA ramps as well $414,413?? match? Already budgeted for in next budget. did suggest 6 options & SENDD thoguth this was the one that would most likely be granted. TEd - already intend to do, budgeted & we are waiting for this $$? TT - no, have budgeted, would look at 1/2 of the cost to free up $, could look at a number of projects that could be considered. Terry - eligible for public utilities? TT - opens up several other options. TT - blight/substandard, prior had to prove a certain area was low to moderate income.

5.a. Resolution Number 7377 entering into an Interlocal Cooperation Act Agreement, between the City and the County of Gage, Nebraska, for the purpose of the administration and enforcement of the regulations of the wellhead protection district.

Discussion:
TT - borrowed SRF funds from state to purchase additional wellfield. had to do wellhead protection plan, next step is to look for wellhead protection area, want to expand approximately 40 acres. One requirement is to enter into interlocal agreement, show willingness as we move forward with our SUP. Doyle - county board now? TT - yes, someone will be present. Mayor - not just making decisions for 5 years, bought this field to ensure our future grandchildren & great grandchildren will have safe drinking water. 57% of Gage county uses city water. hope council votes in favor & others see how important clean water is for our citizens in Gage county & beatrice.

bringing back alley into post office. recall MEI HOmes offered $1500 today, add $3500 if no house built within 1 year, house size requirements, etc. sors messing. acquired lot 2 years ago from $1000.

8. PUBLIC FORUM

Chris Bell, 2223 court & 7779 east us hwy 136, afraid he will get kicked out of landfill. 3 things: talked to a few council members think every board meeting between BASWA/worksessions to watch cuz he's not smart. all meetings should be recorded. 2: spoke to KBB tire amnesty was meant for city residents, city brought in 5 truck loads of tires - was shut down 1st day. spoke to landfill & they brought them with dump truck. 3. Jason & him will never get along, want to bring garbage to landfill. dropped to tote, was charged $75.00 for trash. tobias said brought sanitary garbage rates over. never charged for extra pickups. bells asked if they could charge extra, they were told no because that is the service provided. ask council if he can pick up his own trash, asking for good service cuz he's not getting it from jason. presented bill for electricity.

9.a. City Administrator's Monthly Report.

33rd & Lnk contrator moving along. with contractor looking at opening Lincoln street to 3 elementary entrances by labor day. roundabout & 33rd will be closed, approx 8 weeks to complete, will then close Lnk down to finish
Retained JEO for engineering services, crews out to survey Also working on asbestos removal - school had asbestos survey done, sending to contractors to obtain quotes RAISE grant - meeting today with NDOT - NDOT will take over grant application, will send RFP to procure for engineering services. if we do ourselves, have to have blessed by Federal HIghway. will run like other trail NDOT will pay consultants directly. NDOT will help with easements. Said City will not lose control. TDoyle - engineering part of grant? TT - yes. LB34 - property tax relief. will see what tomorrow brings. way written now, have to do math formula to determine how much to levy tax rates. look at _______ multiply greater than 0 or inflation rate, but it is not CPI, instead state & local ___________, then factor that in, number of exemptions - public safety is a big one, bonds, if goes into effect, fiscal year starting after July 1, 2025. we would have this last year under old rules before these rules would go in to place. biggest issue is 0%, if there is a year that was 0, are times when City's growth rate has been 0 or negative. impacts bond indebtiness. will keep infomred. Eskra - Dorn's stance? TT - not sure; TD - got same feeling, still a lot of stuff on table, TIF projects, generates lower TIF, pays off differently because lower levy. TED - growth by if moving city limits by annexing, if has structure on it, does that allow? TT _ increase of city's valuation, including annexation, Doyle - neighbors 13th & Oak, seeding will be done this week. west side grass before september. asphalt looks good. grants - since 2021 over $33 million current 3.9$ matching fund 1.6 million. congrats to Admin, lots of years for work on obtaining these grants Mayor - RAISE grant, other grants they have gotten us as well. MM has certainly helped. |
