3.t. Resolution Number 7666 entering into a Public Consulting Group Emergency Services Agreement between the City and Public Consulting Group, LLC, to assist the City in analyzing and reporting costs to secure higher Medicaid reimbursement for the City’s ambulance services.

item n - Ted victory lap for parks department, positive comments on all new Chautauqua park & all new equipment, great job. TT - funded by RCRP Grant, understanding matting at astro park tomorrow. Mayor - great location item u - Ted - clarification Forestry Management Plan, $300,000 grant, $_____; explain all 3. TT - forestry grant - management plan & the mapping of city trees in city parks. 3 year grant. then these funds became available $300,000 this to be used for removal & plantings - TR - better to use for removals & plantings. TT - amend 1st grant to allow for more mapping to map each tree east of 6th street. TT - between 2 grants. ALex- area? TT - mark has with the forestry plan conducted. Gary - nursery? TT - no longer, have not had for some time. |

4.a. Public Hearing for the purpose of considering the proposed One- and Six-Year Road and Street Plan for 2026.

Discussion:
JB - state mandated where funds are allocated 25-26 County gets $3.2 million, city gets $1.8.
Ted - lane miles, hard surface, gravel, etc? JB - yes based on width, surface type, gravel only 2 lanes streetlogix - pci index - also have deterioration, also go back to JM to see eyes on roadway as well. 1st time in 2019, recently driven again & are working on updated pci ratings. lane miles 101.7 miles. to repair all $27 million. explained deterioration curve maintenance measures to extend - use tool to select roadways to be armor coating or asphalt sealing. 1&6 not set in stone. Idea of where to spend $ - if need to move up or down to fit in budget, etc. Year 1 & 2 - hard numbers allocating in the budget & focus primarily on. other list to be used for possible grants Y1 - Hwy 136 M&O, 1st to 24th, $0 cost to City, state maintenance project Ella Street, 2nd to 3rd, downtown landscape, angle & diagonal parking, all concrete, landscape into cancer garden will tie in - $498,000 - approved $426 + $18,000 for planting 7th, Arthur to Monroe, concrete reconstruction 7" concrete $425,000 Jefferson Street, Hannibal View, City acquired property, opens up 4 city lots to develop & 2 lots for developer. CC & HH - AC & AS - $32,500 for each 2026 $5 million - city budget - add state - $500,000 from Ella - pushing those funds up - $275,000 transfer from FY27 use this year to complete some projects $5.1 mill - will have $23,800 TERRY - state putting in 136 redo, we will be redoing with RAISE grant. JB - yes, needs to be done. TED - Jefferson - how many lots? TT - 2, plus our 4 - JB - not currently in??? TIF stuff Y2 - Hwy 77, Beatrice Concrete Drive to Industrial Row. City has cost share. 4 lanes to 3 lanes - will not change width. State will determine how to stripe, 3 or 4, if stripe 4 lanes $6 million - 3 lanes $500,000 RUH - sore subject with businesses that do not want to go to 3 lanes. JB - traffic volume, today with 4 lanes is functioning as 3 lanes now. understand worry, however, hope amenities could be added such as left turnlanes, etc. TT - $30 mill all the way through...Lnk to Dorsey, JB - can plan for. TED - not really our street, spend $6 million or $500,000 - is ultimately up to the State Hydo - bottom line is price tag, might get someplace slower & save lots of money RUH - where will it switch from 4 to 3? JB - Dorsey. RUH - turn lane will be issue Mayor - safe streets for all plan, majority of issues in plan - looking out for constituents lives as well JB - Hwy 77 $725,000? for concrete reconstruction. New PCI will be back in approx 60 days. look at to see what project can be fit in. AC/AS $22,500 both Alex - how much more life with AC? JB - depends upon when it occurs & condition it is being added to. doesn't add strucctureal component - if road bad under, foundation will fall apart. 5 years prolonged. JM _ best option to maintain. JB - using expanded shale as used this year. $10.1 million - $1 mill - NDOT budget 8.5 - $860,000 - not true numbers McLain - Hwy 77 bridge? JB - not complete replacement, deck & _______, will be tied in together. large scale project, state could push back at any time. Y3 - Y6 - LIncoln Street projects - JEO study, 4th to 24th on Lnk. put costs over next 3 years. have been submitted for grant funds, could move on 4 blocks or more at a time if we receive the grant funds. TED - planned multiple years ago, ready to go & school built new bldg or would have been at least started Hwy Relocation project in Y4 2029 - depends upon when funds come in, Y3-6, project take up to 5 years. then Court STreet beautification following Future projects - wish list $25.6 million projects waiting Mayor - how long has it been $1.8 million? TT -years, has not increased. $6-7,000 for ADA corners. could have gone an extra block. $2500. $5,000 for in house to do, contractor more JB - any roadway project required then to also update ADA, min standard now 5' |

Hubka, for a direct loan in the amount of Sixty-Nine Thousand Nine Hundred Nine Dollars ($69,909.00) from the City’s CDBG Downtown Revitalization Grant 23-DTR-002.

Agreement with Hoppe to purchase south side of Stoddard. closing in December, need to wait until all grant documents signed, pushes back to August 2026, everything still in works, just can't acquired until all grant recevied

5.d. Resolution Number 7672 executing the acknowledgment from the P3 Foundation memorializing the agreement between the City and AF-18R-Lincoln, LLC, regarding the setting aside four (4) scholarships for qualifying students from Beatrice.

Discussion:
agreement to issue bonds for housing development, P3, asked for four scholarships for beatrice students, annually, can go other institutes, with income qualifications & have to be from beatrice, Alex - how long? TT - as long as bonds. McLain - HS decision? TT - would have to ??? Hydo - get info to school? TT - can, how many? 4 per year. Ruh - income based on? nothing ____________ tt- stipulations, P3 has agreement to ensure they keep tax exempt status, have to set aside as part of their stipulations. TED - was in original agreement, not the income Mayor - FASFA & _______, makes impossible to put in writing, students won't have any problems. RUH - feels like last statement - not against idea, not the way it is written, can't vote for.
RUH - Starr said no income requirements, the other said there was...oct 6th? Terry - assisting $38 million 30 year bonds? memorializing for up to 30 years. read resolution implies just 4 scholarships - need to add annually in there. saving company thousands ask that they also send letter of scholarships given annually. if not working, make public more aware. Terry - Motion to amend resolution to include "provided annually", Fairbanks? - 7-0 |

CC - wrapping up, pvaing warpping up electric will be in. property fence?
HH - concrete being poured Landfill open house in December Taxiway - wrapped up by Dec 4 - hangar bids due back 11/20 lighting started already TED - airport - had to rebid, if come in high again, can we split it? TT - hangar under budget, due to delay in pushing project through with grant, went back to original contractor & wanted additional $279,000. TT _ added taxiway, additional TEd - drone short $_________; Murphy, not sure will be that high, should be ok McLain - runway behind, any penalties TT - liquidated $1000 per day, per phase & overall, 44 late now. TERRY - wish everyone could see it. TT _ on website & pushed out on social |
