3.B. Discuss Comprehensive Plan updates.
Discussion:
     City Administrator Tom Ourada explained that the Comprehensive Plan consultant previously discussed has provided an RDG. He informed the Planning Commission that this consultant is willing to come down to do some training with them as well. One topic that Ourada found interesting in the RDG were Policy Districts, which go within a zone to allow certain things in certain parts of that zone without having to rezone the whole area. There are places in Crete that could really benefit from these districts. Another great topic in the RDG is community involvement, both physical and digital.
     The city should be receiving a fee schedule from the consultant by the end of March, although they wouldn't be able to start anything until May. It will go through the Planning Commission, the Council, and a Steering Committee that still needs to be formed.

3.C. Provide a recommendation to the City Council on amending code sections relating to nonconforming structures and uses.
Discussion:
City Attorney Kyle Manley informed the Commission that this code amendment is the same one from the last meeting that was tabled. Nothing in the amendment has changed since that meeting. City Administrator Tom Ourada inquired if this was something they wanted to push through or hold out on until the Comprehensive Plan gets started to see what other municipalities do about nonconforming structures. There are no current issues that would need this to change for any reason, so the consensus was to wait for the amendment.

4. Officers' Reports
Rationale:

    Reports may be given by Department Heads, other Committees and Commission members concerning current operations of the City. Questions may be asked and answered. No action can be taken by the Planning Commission on matters presented under this title except to answer any question posed and to refer the matter for further action.

Discussion:
City Administrator Tom Ourada informed the Commission of an upcoming issue regarding house design standards. He showed an example of the design that does not meet the city code. Clarification questions were asked and answered to allow the Planning Commission to think about it with more information and to allow the developer to be at the meeting to present his case.

Rationale:

    The Planning Commission will review the above matters and take such actions as they deem appropriate. The Planning Commission may enter into closed session to discuss any matter on this agenda when it is determined by the Commission that it is clearly necessary for protection of the public interest or the prevention of needless injury to the reputation of an individual and if such and individual has not requested a public meeting, or as otherwise allowed by law. Any closed session shall be limited to the subject matter for which the closed session was called. If the motion to close passes, then the presiding officer immediately prior to the closed session shall restate on the record the limitation of the subject matter of the closed session.
