3.A. Consider amending the city code to discontinue pet licenses and fees in the city. 
Discussion:
City Administrator Tom Ourada mentioned that Chief Young approached him about this topic but he was not present for the meeting but Captain Pucket was and he could provide more details. Captain Pucket commented that pet licenses have been a drain on resources. Not all pets have licenses and on top of that, tags. If they get complaints, they go out and then if the pet doesn't have a tag or collar,  the owners get a fine. This would also reduce the resources of citizens. The enforcement of ordinances would all stay in place. Committee member Dan Papik asked how many pets don't have licenses? Captain Pucket mentioned that the majority of them don't. Council member Kyle Frans asked if they are getting rid of all? Captain Pucket mentioned that they would like to get rid of licenses. If a pet is impounded, the owner will still pay and also the shots if the pet has to get them. City Administrator Tom Ourada mentioned that City Attorney Alison J Borer would edit and then get back to the committee.

Directed City Attorney to review the changes in the city code to discontinue pet licenses and fees in the city. Carried with a motion by Dan Papik and a second by Tom Crisman.
