3.A. Consider a recommendation to the City Council on amending employee rules and regulations section 4.02. 
Discussion:
City Administrator Tom Ourada stated that this is an internal amendment. Previously, it was stated that if an employee missed a day before or after a holiday it was an unpaid absence. This change would make it more explicit to provide more clarity. If preapproved absence there is no issue. Department Heads and City Administrator can review the absence and approve it after the fact. City Attorney Alison J Borer asked if this would apply to all employees. Committee member Tom Crisman mentioned that this is standard with other companies. Ourada mentioned this past holiday some  employees would have had no holiday pay under situations they had no control over. If the committee agrees, he will have Borer look over the terminology and then bring back to the committee to look over. Crisman asked if this conflicts with union employees. Ourada mentioned that they have checked and looked at the FOP agreement.

Recommended to the City Council amending employee rules and regulations section 4.02. Carried with a motion by Kyle Frans and a second by Jack Oelschlager.
