Certification allows Tom to do the 1 and 6 year street plan and is required by the state.

Discussion:
Tom explained this was to add a piece of concrete that was broken and adjacent to the new concrete for the City Office South Drive in the amount of $3,565.00 from Pave LLC.

Tom stated that they did a good job and discussed how it was done in a timely matter.

3.D. Discussion on the partial street vacation and purchase agreement for housing development. 
Discussion:
Tom discussed that someone wants to develop a 4plex on a property. The lot came out of the flood plain, substantially enough to build a 4plex. Developers asked if a gap pavement project could be done, which it does quality. They would also like to vacate the street south of the lot. Tom did state that he thinks that is not a good idea as vacating the street will island/strand a property that is privately owned. Tom stated they should be guaranteed access and vacate half the street will still provide access for developers to develop. This discussion is to be continued, and no decision was made at this time.

3.E. Consider a recommendation to the City Council on Ordinance 2185 Amending Electric Access to Premises. 
Discussion:
Tom and Anna explained how some residents are not granting the city access to meters for electric and water systems. Anna discussed how the city has the right to have access to meters and this ordinance will clarify it. If residents don't provide access, the best action would be to move meters to accessible locations at the cost of the residents. This will avoid any conflicts and give meter readers access to accurate readings from the meter to avoid estimations when billing.

Anna states this is the same as Ordinance 2185, just allowing water meter access.

3.G. Consider a recommendation to the City Council on the Change Order No.2 from Constructors Inc. in the amount of $9,200 for the irrigation and landscaping work at 21st and Main. 
Discussion:
Tom explained that landscaping and work had to be torn out as a result of engineering that was not addressed properly, which they then confronted with issues. When this was designed, the ADA accessibility of the church and the street elevation were not taken into account. This resulted in Tom coming to an agreement with the Church to pay $300 for the controller and half of the cost after that.

Tom discussed that we need to select a new City Engineer since the city is losing Gilmore. There are 2 engineers in consideration, JEO and Olssen. Tom will set up a time for interviews.
